Key Responsibilities:
- Lead the design and construction of linear water and wastewater conveyance systems, including watermains, sewers, water conveyance tunnels, intakes, and outfalls.
- Oversee the development of technical specifications, design drawings, and contract documents.
- Prepare and support Definition Phase studies, Preliminary and Detailed Phases, hydraulic modelling coordination, constructability reviews, cost estimating, project scheduling and risk assessments and Engineering Services during Construction.
- Support the career development of Junior and Intermediate Engineers and technical staff through technical direction, training recommendations, coaching, and mentoring.
- Collaborate with internal and external stakeholders, including civil, geotechnical, structural, seismic, mechanical, electrical, noise and vibration and environmental teams.
- Manage project delivery from conceptual design through detailed design and construction support.
- Engage with clients, contractors, and regulatory agencies to ensure successful project outcomes and compliance with applicable industry standards.
- Demonstrate strong command of the English language with excellent written, presentation, and verbal communication skills, including business development and client liaison.
Qualifications:
- Bachelor’s or Master’s degree in Civil Engineering, Environmental Engineering, or a related discipline from an accredited university.
- Licensed Professional Engineer (P.Eng.) in Ontario or British Columbia.
- 15 to 20 years of experience in linear infrastructure design and construction, with a focus on municipal water and wastewater conveyance systems.
- Minimum 10 years of experience with linear conveyance projects.
- Proven experience with:
- Large and small diameter watermains and sanitary/trunk sewers
- Water and wastewater valve chambers, pump stations, tunnels, intakes, or outfalls and diffusers
- Hydraulic modelling, design for pressurized and gravity flow systems
- Route alignment studies and corridor planning
- Familiarity with municipal standards, regulatory permitting, and environmental assessment processes.
- Proficiency in BIM, AutoCAD, Civil 3D, MicroStation, GIS platforms, and MS Project.
- Strong leadership, communication, and problem-solving skills.
- Experience with multi-stakeholder coordination and complex urban infrastructure environments.
Technical Expertise Requirements:
- Comprehensive knowledge of pipeline hydraulics, encompassing both pressurized and open channel flow systems.
- Demonstrated proficiency in designing and analyzing systems for surge protection and transient pressure control, including the integration of flow control structures such as valves, weirs, and energy dissipation devices.
- Specialized expertise in the design of pipelines using a range of materials including concrete pressure pipe, steel, polyvinyl chloride (PVC), and ductile iron accounting for material-specific performance, installation practices, and long-term durability under diverse hydraulic and geotechnical conditions.
- In-depth understanding of seismic, geotechnical, and hydrogeological factors affecting linear infrastructure, including soil-structure interaction, groundwater management, dewatering strategies, and subsurface risk mitigation to ensure safe and constructible pipeline designs.
- Experience with a variety of construction methods, including open-cut trenching, tunnelling, and trenchless technologies such as microtunnelling, horizontal directional drilling (HDD), and jack-and-bore techniques.
- Proficiency in the design of chambers, and maintenance holes, incorporating seismic, geotechnical considerations, structural detailing, and seamless integration with both temporary and permanent conveyance infrastructure.
- Strong capability in evaluating constructability, cost-efficiency, and risk mitigation strategies throughout the project lifecycle.
- Familiarity with construction staging, traffic management planning, and coordination with existing utilities.
- Knowledge of asset management principles, including infrastructure condition assessment, lifecycle analysis, and rehabilitation planning.
Preferred Candidate Qualifications:
- Eligibility for or attainment of Professional Engineer (P.Eng.) licensure in British Columbia through Engineers and Geoscientists BC (EGBC) is considered a notable advantage.
- Industry certifications such asPMP (Project Management Professional), PgMP (Program Management Professional), or equivalent are considered assets.
- Knowledge of theenvironmental assessment processis a strong asset.
- Familiarity with seismic design standards and applicable codes is considered an asset, particularly in the context of watermain pipeline design in seismically active regions.
- Understanding construction management practices, contract administration, andalternative delivery models(e.g., Design-Build, CMAR, IPD) is preferred.
