Job description

The Bilingual Learning Specialist, Financial Education is responsible for financial resiliency initiatives, in collaboration with their manager, internal and external partners and other senior stakeholders. They will create, design and implement learning strategies from inception to implementation. This includes conducting needs assessments, developing, delivering, implementing, coordinating, and evaluating instructional materials in a variety of formats (e.g., eLearning, webinar, in-person workshops, etc.) which supports projects that are geared toward enhancing the financial resiliency of Canadian Armed Forces members and their families.

This is a hybrid position, and the regular office location is in Ottawa. The assigned work delivery location is in St. Jean, Quebec and there is an expectation to be in location from time to time and dates will be scheduled in advance. There may be times where more days in either location may be required. Candidates from surrounding areas are welcome to apply.

Standard business hours are Monday to Friday from 8 : 00 AM to 4 : 00 PM.

This is a contract role with a fixed term to March 31, 2026, with possibility of extension or opportunity for permanent offer.

RESPONSIBILITIES

  • Plan, develop, implement and evaluate programs, projects, and activities related to a designated portfolio.
  • Research, evaluate, amend and / or recommend tools, processes and / or systems to support financial services programs, projects and activities.
  • Identify opportunities for improvement and initiate changes / updates to achieve desired outcomes.
  • Liaise and maintain relationships with internal stakeholders and external partners, including but not limited to consultants, government departments, service providers and agencies.
  • Research, assess, recommend and collaborate with vendors and technical partners to meet objectives and ensure quality delivery in line with industry best practices
  • Develop, prepare, manage and / or implement briefing notes, position papers, reports, presentations, communications, training or other materials / documentation.
  • Develop and design of financial education instructional content and asynchronous learning using PowerPoint, Word, video editing software, Articulate Storyline and Rise platform to produce learning / instructional materials.
  • Act as the subject matter expert for program management within a designated portfolio.
  • Conduct research, surveys, audits and / or analysis of programs, compile and analyze data, and develop solutions or make recommendations.
  • Provide advice, guidance, training, coaching and / or support related to a designated portfolio.

QUALIFICATIONS

  • Bilingual (English and French) Essential
  • 5-7+ years experience in adult education, learning & development, instructional design, curriculum development, education technology, and project management.
  • Educational background (post-secondary or certification) with a preference in education or instructional design, alternatively business or finance, in an education capacity
  • Proven skills in collaborating with cross-functional teams and have strong communication and relationship building skills
  • Demonstrated proficiency with Articulate Storyline and Rise
  • Demonstrated leadership abilities
  • Experience in project and change management, an asset
  • Experience in the wealth management industry or financial planning, an asset
  • Knowledge of the Canadian Armed Forces, an asset

The successful candidate will be required to complete bilingual language testing and an enhanced security clearance (ERC)
