The Role

The Learning & Leadership Development Specialist will be responsible for developing, designing, and facilitating employee and leadership programs across the organization, with the objective to build, accelerate, and develop internal talent. The Specialist will support and operationalize PHO’s People Strategy, a success enabler of PHO’s new Strategic Plan and directions. This role will also focus on insight analysis, program management, and evaluation, supporting recent recommendations provided by the Auditor General of Ontario regarding PHO’s development of a talent pipeline and succession plan for leadership and specialized positions.

This is a great role for a collaborator with several years of experience facilitating and designing learning for emerging leaders.

Key Responsibilities

  1. Design and deliver engaging, inclusive, and scalable learning and development solutions in areas such as emotional intelligence, self-awareness, difficult conversations, strategic talent management, building and managing high-performing teams, collaboration, and delegation, among others, thereby preparing high potentials for new positions, strengthening PHO’s talent pipeline, and building new capabilities and capacity in current leaders.
  2. Identify strategic skill gaps and develop corresponding development opportunities for leadership and specialized roles.
  3. Work with the Manager, Talent & OD, to provide guidance on career planning, team development, and coaching, aligned with PHO’s strategic plan and HR’s People Strategy.
  4. Recommend and implement evaluation strategies for learning programs and succession planning, including analyzing metrics and providing strategic feedback for improvement.
  5. Develop professional, on-brand learning materials that support program sustainment and align with PHO’s strategic directions.
  6. Partner with internal and external providers to design engaging learning programs aligned with career paths and succession plans for leadership roles.
  7. Facilitate engaging learning experiences at all organizational levels.
  8. Plan projects, work schedules, and communication strategies for program launches and improvements, ensuring quality, timeliness, and budget adherence.
  9. Conduct market research on trends to innovate and improve programs continuously.
  10. Stay current with learning and talent management practices, trends, and adult learning theories.

Knowledge and Skills

  • Strong understanding of adult education principles and the ability to incorporate these into solution design, utilizing modalities like blended learning.
  • Excellent facilitation skills for in-person and virtual sessions.
  • Knowledge of talent management principles with the ability to evaluate and recommend improvements for learning and talent programs.
  • Relationship management skills to build partnerships and influence change.
  • Strong project management, planning, and organizational skills.
  • Attention to detail to ensure consistency, flexibility, and sustainability of learning materials.
  • Proficiency with virtual platforms such as Zoom and Teams.

Education and Experience

  • Undergraduate degree in Adult Education, Organizational Development, Human Resources Management, or related fields, or equivalent experience.
  • At least 5 years supporting learning and leadership programs in the public sector or unionized environments.
  • Experience delivering in-class, hybrid, and remote learning.
  • Experience with Learning Management Systems and Microsoft Office suite.

Duration : Contract (Fixed Term), 9 months

Hours of Work : Full-time, 36.25 hours/week
