BWXT is looking for a Learning & Development (L&D) Program Manager to join our team in Cambridge, ON . In this role, you’ll help shape and deliver enterprise-wide leadership development programs and implement our Competency and Human Capability Frameworks. You’ll work closely with HR, internal leaders, and external vendors to deliver best-in-class learning solutions.
This role combines program stewardship, content innovation, and stakeholder partnership — all with the goal of building the next generation of leaders at BWXT.
What You’ll Be Doing
Program Management
Lead the execution and long-term planning of our core leadership programs (e.g., Leading@BWXT, FLM / UM Development)
Manage program calendars, enrollments, vendor coordination, and facilitator support
Ensure consistent, high-quality delivery and maintain up-to-date participant materials
Monitor metrics and feedback to drive continuous improvement
Instructional Design & Content Development
Refresh and evolve content using adult learning principles and blended delivery models (virtual, in-person, on-demand)
Partner with SMEs and vendors to design relevant, scalable, and practical learning experiences
Stakeholder Engagement & Communication
Act as the go-to contact for business leaders, HRBPs, and facilitators
Communicate program updates and results to HR and business stakeholders
Craft clear and engaging participant messaging, facilitator briefings, and executive presentations
Capability Framework Support
Support alignment between development programs, role expectations, and career progression
Maintain cross-functional technical and leadership competency frameworks
Evaluation & Analytics
Partner with HR Analytics to measure engagement and learning impact
Use data and feedback to continuously refine content and delivery
What You Bring
Education & Credentials
Bachelor’s degree in a related field (Education, HR, Instructional Design, etc.); Master’s is an asset
Project Management certification (PMP, Agile / Scrum) is a bonus
Experience
5+ years in Learning & Development, Organizational Effectiveness, or a related area
Proven success leading large-scale leadership development programs
Strong instructional design background with experience in blended learning
Comfortable working with vendors, internal SMEs, and executive-level stakeholders
Skills
Excellent communication and stakeholder management
Strong project management and organizational skills
Data-driven mindset with ability to turn insights into action
Proficient in LMS platforms, Microsoft 365, Asana / Smartsheet, and data visualization tools

The base salary range for this position in Ontario at the start of employment is expected to be between $85,000 and $126,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and / or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment.
