Overview

The Facilities Planning Department is responsible for developing and coordinating the company's capital program. The Fuels & Chemicals Division includes the Downstream Development Group, Refining Group, and Chemicals Group. The division oversees the entire Capital Planning Process, from idea creation and business case analysis to project team leadership and expenditure documentation for management approval. It also leads master planning for downstream facilities, optimizes capital deployment, and conducts technical due diligence for potential acquisitions.

Responsibilities
  1. Conduct feasibility studies on refineries and petrochemical facilities, developing long-term business strategies.
  2. Lead project teams to prepare design basis scoping papers for capital projects involving refineries and petrochemicals.
  3. Prepare and present expenditure requests to Corporate Management.
  4. Collaborate with Operating Organizations, New Business Development, Engineering, Project Management, and Corporate Staff.
  5. Evaluate processes, systems, and economics of existing and potential facilities.
  6. Oversee evaluations of major facilities conducted by others.
  7. Present investment opportunities to Corporate Management.
  8. Provide ongoing consultation to Saudi Aramco management and related organizations.
  9. Mentor and train future Facilities Planning Specialists.
Education & Experience Requirements
  • Bachelor’s degree in Chemical Engineering.
  • Advanced education in Economics is highly preferred.
  • Minimum of 12 years' experience in economic evaluations, feasibility studies, and budget requests.
  • Experience as a professional consultant in engineering studies.
  • Proficiency in process/system simulation and economic analysis of refinery or petrochemical operations, especially LP modeling.
  • Excellent technical writing and oral presentation skills.
