Job Description

Lead Permit Coordinator

The Lead Permit Coordinator will manage all permitting and regulatory compliance activities for a large-diameter natural gas transmission pipeline in British Columbia, including terrestrial and marine sections. This role requires specialized expertise in BC’s regulatory framework, particularly amendments to existing permits and Environmental Assessment Certificates (EACs).

Key Responsibilities

Permit Management & Amendments

  1. Lead preparation, submission, and tracking of route amendment applications for existing BC Energy Regulator (BCER) permits (e.g., Approved Ancillary Site, Road Permits).
  2. Coordinate revisions to the Environmental Assessment Certificate (EAC), including extensions and compliance with post-2019 amendments.
  3. Manage timelines for overlapping permits (e.g., Water Sustainability Act approvals, investigative use authorizations) as outlined in BCER’s Oil and Gas Activity Application Manual.

Regulatory Compliance

  1. Ensure adherence to BC Energy Regulator (BCER) requirements for pipeline construction, including Sections 25 (pre-construction compliance) and 26 (post-approval amendments) of the Oil and Gas Activities Act (OGAA).
  2. Monitor compliance with marine permit conditions for the pipeline’s Pearse Island terminus, addressing tidal and ecological constraints.

Stakeholder Coordination

  1. Serve as primary liaison with the community stakeholders, ensuring consultation processes align with the proponent’s joint venture structure.
  2. Coordinate with BCER’s First Nations Consultation and Community Relations teams to resolve land use conflicts along the amended route.

Documentation & Systems

  1. Maintain BCER-compliant permit registers using electronic tracking systems (e.g., AMS/KERMIT Registry), ensuring all contacts are validated in the BCER database.
  2. Archive records of active permits and archived permits for audit readiness.

Reporting

  1. Submit monthly compliance reports to BCER, highlighting risks related to substantial start deadlines.

Required Qualifications

  1. 10+ years’ experience managing permits for BC pipeline projects, including route amendments and EAC revisions.
  2. Demonstrated success with BCER’s single-window permitting process, including delegation agreements for Water Sustainability Act approvals.
  3. Proven ability to coordinate with various stakeholders on permit condition implementation.
  4. Expertise in BCER’s electronic systems (AMS, KERMIT Registry) and GIS-based permit tracking tools.
