Here Is What You Will Be Doing

The Performance and Accountability team plays a critical role in managing Ontario Health’s funding relationships with hospitals and healthcare facilities across the province. This includes developing, issuing, and overseeing funding agreements, as well as supporting non-funding agreements such as data sharing and software service contracts.

As a Lead, you will collaborate with clinical and non-clinical teams, Ontario Health Regions, and key partners in Finance, Legal, Privacy, Analytics, and Informatics to manage a robust contract framework that enables the distribution of over $3.5 billion in funding annually. You will also contribute to the implementation and operationalization of innovative, evidence-informed funding models that support a sustainable healthcare system.

Role

As system partners, the Sector Capacity and Performance Portfolio plays a key role in strengthening Ontario’s healthcare system by advancing high-quality, equitable care through the following initiatives :

  • Development, implementation and operationalization of funding policy and innovative funding models, with the goal of aligning the funding with overall program goals and leveraging it to drive value and performance in the system.
  • Development, issuance and management of agreements that align system goals and funding to drive strong system accountability.
  • Standardization and implementation of best practice for performance management across the province - including a coordinated approach to target setting, monitoring, and escalation to support quality improvement and accountability.
  • Coordination of engagement between regional teams and the OH provincial programs (including Regional Cancer Programs), thereby facilitating effective, streamlined collaboration for system improvement.

Here Is What You Will Need To Be Successful

  • Concurrently lead the ongoing management of several large, complex hospital / facility funding agreements, including planning and implementing initial allocations, in-year reallocations, year-end settlements, etc.
  • Lead ongoing funding operations related to health service funding models.
  • Work in close collaboration with other organizational partners to ensure contracts are developed and issued in a timely manner, and without error and to support operational / project needs.
  • Proactively identify and escalate risks and issues to timely contract issuance and provide thorough and practical recommendations to management to mitigate risks and resolve issues. Ensure interdependencies are recognized and addressed in a streamlined fashion.
  • Understand, interpret and clearly communicate complex data analysis and results related to treatment / service volumes, funding, performance against program expectations and reporting requirements, etc. to all levels of stakeholders.
  • Consulting with OH programs on strategies to address performance challenges with facilities and regional stakeholders.
  • Flagging performance concerns through regular monitoring of performance data and supporting OH programs to escalate issues appropriately.
  • Develop and deliver analysis, reports, business cases, methodology documents, communications, presentations, briefing notes and research publications, as necessary for internal and external stakeholders.
  • Lead initiative / project-related meetings and ensure achievement of deliverables by actively tracking action items and ensuring follow-up and completion.
  • Act as a primary liaison and subject matter expert on specific funding agreements, allocations, and settlements for both internal and external stakeholders.
  • Support initiatives / projects to develop quality improvement and process improvement strategies and foster implementation.
  • Supports the team’s commitment to respect equity, inclusion, diversity and anti-racism.
  • Work in a self-directed manner, providing leadership and mentorship to junior staff.
  • Perform cross-functional tasks and / or other duties within the Performance and Accountability department

Education And Experience

  • An undergraduate degree in Health Administration, Business Administration or other relevant field is required
  • A Master’s degree in Health Administration, Business Administration, or other relevant field is considered an asset.
  • At least three to five years of related healthcare experience, or an equivalent combination of education and experience.
  • Proven track record leading / supporting complex large-scale projects preferably in a health care environment.

Knowledge And Skills

  • Experience working with clinical experts and health care administrators.
  • Experience with contract management, financial analysis and health service funding models is considered an asset.
  • High level of proficiency with Microsoft Office applications including Word, Excel, PowerPoint, Project, SharePoint and MS Teams.
  • Superior attention to detail, organization and time management skills.
  • Strong critical and analytical thinking and problem-solving skills.
  • Outstanding communication skills, especially with respect to written communications and presentations.
  • Highly productive and motivated, capable of quality output and able to multitask and prioritize assignments to meet timelines and manage competing priorities.
  • Demonstrated ability to work as a member of a dynamic team within a fast-paced environment, using sound judgement.
  • A desire to learn and take on new opportunities.
  • Must be team-oriented, possess a positive attitude, and be committed to organizational health, culture, and values.
