Job summary

Ontario Health is seeking a Lead, Performance, Accountability & Funding Allocation to oversee performance management for Health Service Providers across sectors. You will administer accountability agreements, support funding processes, and build trusted relationships with ministries and regional partners to drive equity and value.

Requirements include a Master’s degree (MBA/Health Admin) with 5–7 years of related experience; CPA is a strong asset.

• 5–7 years of HSP operational management, performance, and financial analysis experience.
• CPA designation is a strong asset.

The Lead, Performance, Accountability & Funding Allocation role

Key Responsibilities

• Lead performance management and monitoring for assigned Health Service Providers across sectors, including hospitals, community services, long-term care, and primary care.
• Administer and complete accountability agreements, including work-back planning, supporting documentation, contract monitoring, and issue escalation.
• Provide subject matter expertise on performance measurement, funding allocation, health system data, operational risk, and priority health system issues.
• Use data, financial analysis, and stakeholder insight to support funding processes, HSP proposals, volume-funded procedures, reallocations, and Ministry/Ontario Health directed programs.
• Build trusted relationships with HSPs, Ontario Health teams, the Ministry, and regional partners to resolve sensitive issues and advance shared system goals.
• Identify and implement opportunities to improve performance, strengthen processes, support health equity, and scale innovative practices across the region.
• Support risk management, audits, auditor general inquiries, capital project review, enterprise risk activities, and regional consistency in performance monitoring and funding allocation.
• Lead and participate in committees, HSP performance meetings, internal planning groups, working groups, and inter-Ontario Health discussions as required.
• Develop clear tools, communications, reference materials, and reporting resources that improve team effectiveness and support informed decision-making.

Requirements and Qualifications

Education and Experience Master’s degree, preferred in Business Administration, Health Administration, Healthcare relevant field or equivalent work experience 5-7 years of relevant experience with HSP operational management, performance, and financial analysis Chartered Professional Accountant (CPA) designation is a strong asset.

Advanced knowledge of analytical and interpretation skills that would support recommendations and decision-making. Knowledge and experience of the Ontario healthcare system. Knowledge of accountability agreements and contract performance management and related issues is considered an asset. Knowledge of performance management and evaluation techniques in one or more health sectors related to administrative and/or clinical performance. Ability to translate health system questions into data analyses, and to clearly explain results and limitations of analyses. Ability to simplify complex information. Demonstrated experience with financial analysis and resource allocation Experience with evaluation methodologies an asset. Excellent knowledge of community resources (e.g., services and programs), the roles of health care professionals and of direct care/care coordination models used in community health care organizations Demonstrated leadership skills including the ability to influence others and facilitate meetings Demonstrated ability to build and maintain effective, strong relationships with internal and external stakeholders (liaison role) Effective team player and strong ability to work in a team environment and independently Solid project management experience and skills including knowledge of project management methodologies, tools and templates (PMP certification is an asset) Strong oral and written communication skills to engage effectively with HSPs and other regions as required Knowledge of and demonstrated ability to apply applications and tools used in data management and statistical analysis Excellent organizational, time management, interpersonal and communication skills to work with HSPs, management team and liaise with colleagues Able to use a variety of software programs in the Microsoft Office Suite (Outlook, Word, Excel, Power Point, Project) Risk assessment and financial acumen Understanding and awareness of considerations related to health equity.
