Here is what you will be doing:
Reporting to the Director, Organizational Effectiveness and HR Services, the Lead is responsible for policy development, review and implementation, and the coordination of HR portfolio governance and compliance accountabilities.
The incumbent will:
Develop, update and support the implementation of OH Human Resources policies and procedures.
Partner with internal resources and partners for the development, communication and deployment of policies, procedures and supporting documents.
Coordinate HR-portfolio governance reporting accountabilities including the HR Annual Governance Report, risk reporting, audit compliance and contributes to other OH governance reporting and attestation requirements.
Here is what you will need to be successful:
The Lead, HR Policy, Governance & Compliance will Coordinate HR portfolio governance and compliance reporting by developing and managing a project plan to ensure appropriate partner engagement while meeting review and submission deadlines and requirements. They will also Identify, collect and prepare submissions from all areas of HR to ensure accurate and aligned content across reporting mechanisms.
In addition, the Lead, HR Policy, Governance & Compliance will:
Be responsible for development, communication, implementation and maintenance of HR policies, procedures and supporting documents, in collaboration with subject matter experts.
Conduct research on trends and best practices, analysis, and create change management strategies to implement policies and procedures.
Monitor and evaluate changes in the business environment and legislation to determine the impact on HR policies and procedures.
Collaborate and consult with internal Counsel and/or other relevant partners to ensure policies comply with legislation, addresses changes in business practices and/or aligns with best and/or emerging practices.
Act as HR representative at internal and external working groups and committees.
Analyze data and risks. Develop proposals for policy creation or updates. Provide recommendations on policy approaches to senior management for review and approval.
Measure, monitor and report on the effectiveness of policies, programs and other HR initiatives to ensure they deliver value to the business and users.
Manage and lead coordination for approval process to finalize policies and procedures.
Develop leadership and Board level materials such as presentations and briefing notes.
Partner with internal stakeholders to develop/update documents, guidelines and/or forms that link to HR policies.
Collaborate with HR Services and Analytics teams to ensure Workday processes align with HR policies and procedures
Assess HR processes to identify and design process improvements essential for policy and process harmonization
Collaborate with HR Business Partners, Communications, and change management team members to ensure that new/updated policies and procedures are appropriately communicated to impacted people leaders and team members
Develop tools and provide guidance and advice to people leaders and team members in the development, interpretation and application of HR policies and procedures
Collaborate with the OH Records and Information Management team to ensure departmental legislation compliance requirements are met
Manage audit requests by coordinating requirements within HR team and preparing portfolio reports
Coordinate updates to reporting products such as Annual Business Plan progress update, risk update, and others identified
Manage and/or supports other projects, as assigned
Relationship Management
Maintain strong working relationships with internal clients to develop a thorough understanding of program-specific content and communications needs in order that policy can be communicated clearly
Develop relationships with team members and colleagues within all departments across OH to exchange ideas and identify and resolve issues
Work with other OH portfolios as required (e.g. Legal, Finance etc.) to ensure all policy content is consistent with applicable provincial and federal legislation and guidance
Collect HR metrics and data from a variety of sources to conduct research and analysis in support of the development, implementation and continuous improvement of HR policies, processes and guidelines
Build relationships with external colleagues to conduct research analysis and identify emerging HR policy trends and leading HR practices in the health sector.
Work closely with other areas of HR to coordinate and execute board governance requirements related to Human Resources activities and reporting.
Education and Experience
Undergraduate degree in HR, Business Administration or a related field
A minimum of 5 years’ of progressively responsible related experience.
Working experience within the healthcare or public sector, an asset
Knowledge and Skills
Strong knowledge of relevant legislation including, but not limited to, Employment Standards Act, Ontario Human Rights Code, Privacy, Pay Equity Act, AODA, and the Occupational Health and Safety Act.
Knowledge of best practices, methods, trends and legislation in human resources management, with a focus on HR policies and programs
Demonstrated research and analytical skills to collect and synthesize information from a variety of sources such government reports and academic research
Demonstrated communication and writing skills to effectively and succinctly present policy considerations, positions and proposals through briefing notes, decks, and other materials
Demonstrated experience writing and editing HR policies, procedures and best practices
Demonstrated ability to strategically manage conflicting priorities and points of view
Demonstrated ability to assess and understand program area content, including technical aspects
Strong computer skills including MS Office (Excel, Word, PowerPoint, Outlook & SharePoint)
Excellent communication, planning, and organizational skills to work with internal and external contacts
Proven coordination and project management skills to manage multiple projects on tight deadlines and work within the team environment
Proven time management skills and organizational skills to multi-task with attention to detail for consistent accuracy in work products
Ability to exercise sound judgment
Strong analytical skills
Considerable judgement (and discretion) working directly with senior executives to ensure strategic and operational HR policy support services are provided in an effective manner.
Strategic thinker to identify and recommend short- and long-term options to HR policy issues
