Position Description for Canada Leader, Global Government Relations

This position in RTX Global Government Relations is responsible for representing RTX and its business units to the Canadian government. The GGR Canada leader will be RTX’s lead representative with members of the Canadian Cabinet and Parliament and will have and maintain direct relations with Canada’s political leadership. Acting as chief representative of the corporation before the Government, industry associations, think tanks, the GGR country leader will develop and lead campaigns to raise profiles of RTX’s businesses with government and external stakeholders.

The country leader will partner with business unit leaders to position them within industry associations’ boards and committees, government’s advisory boards and councils, and other industry and industry/government bodies to represent the interest of the corporation.

The GGR Canada leader is responsible for the development and execution of a comprehensive RTX GGR plan in Canada. The GGR Canada leader will have a deep understanding of RTX’s corporate objectives and business units’ strategies, and how these may inform policy objectives in country to advance the corporation.

To be successful in this position, in addition to an extensive background in Government Relations and an extensive network with senior policymakers, the country leader will need to have a strong ability to build consensus, lead a cross-functional matrixed organization, address and resolve competing priorities, and be a natural collaborator and effective communicator.

This on-site position in the county’s capital is part of the corporate Global Government Relations team.

Key Description:

  • Develop and maintain relationships with the cabinet, parliament, and senior government officials and senior U.S. Government officials covering the country to highlight opportunities, identify shared interests, shape requirements, and influence regulations in support of RTX businesses’ efforts.

  • Monitor policy and regulatory developments in-country as well as foreign policy developments such as export controls and trade agreements, which could impact RTX.

  • Advocate with Canadian officials on policy and regulatory issues, including defense and aerospace policy, procurement processes and regulations, manufacturing and supply chain policy, research and development support, export regulations, and trade issues.

  • Lead the development and maintenance of relationships with relevant senior-level officials in Canada to advance RTX business interests in both defense and civil aviation segments.

  • Act as chief representative of the corporation before the Government, industry associations, and think tanks and lead campaigns to raise the profile of RTX with government and external stakeholders.

  • Provide strategic advice to RTX senior leaders and businesses in growth strategy and partnership approach across RTX, as well as in supply chain, sustainability, emerging technologies, and community involvement.

  • Coordinate and facilitate business development activities to maximize cross-business unit synergies and streamline government/customer/partner communication.

  • Organize and manage RTX’s senior leader engagements with the Head of State, Cabinet, and Members of Parliament.

Key Qualifications:

  • Proven leader with extensive experience in Government Relations, demonstrating an exceptional ability to influence policy at the highest levels.

  • Advanced degree or coursework in a relevant field, with 20 years of high-level experience.

  • Effective and experienced team leader with the ability to inspire, partner, and influence employees inside and outside the GGR organization and a diverse array of stakeholders.

  • Established network with senior policymakers, including cabinet members and Parliament, fostering impactful relationships.

  • Distinguished career in industry, government, or corporate Government Relations within the subject region, with an illustrious track record of driving significant policy outcomes.

  • Exceptional interpersonal and communication skills, with the ability to effectively interact and build relationships with company leadership.

  • Commitment to international and domestic travel, ensuring representation at crucial engagements.

  • Comprehensive understanding of the political, economic, commercial, and social environment in the subject region.

  • Exceptional multitasking ability and a track record of thriving in dynamic, fast-paced environments.

Preferred Qualifications:

  • Strong background in aerospace and defense, including understanding of policy matters and procurement processes.

  • In-depth familiarity with regional governments and business cultures.

  • Proven experience in diplomatic engagements and high-stakes settings.

  • Established and trusted network with key figures foreign embassies, associations, and think tanks.

  • Superior communication skills in English and French.

  • Extensive firsthand experience living in the area, enhancing cultural and contextual understanding.
