Your opportunity:

ICES UofT is one of six satellite sites part of the ICES network. ICES is a securedata site for Ontario’s health-related data, including population-based health surveys, anonymous patient records, and clinical and administrative databases. ICES is recognized as a leader in maintaining the privacy and security of health information.

As a Lead Data Analyst at ICES UofT, you will provide oversight and support to all appointed Analysts working at the satellite site, including training and IT project oversight. The Lead Data Analyst will also be involved in commenting on methodology, completing analytic projects, and contributing to the ICES knowledge base and standards of practice in matters related to data, analysis, research methodology, and operational issues. The Lead Data Analyst role will be analytical, creative, and possess strong technical skills to advance IT initiatives.

Your responsibilities will include:

• Providing consultative advice on data requirements. (e.g., Reviews project data set creation plans assigned to analytic staff)
• Planning new releases and versions of computing operating systems. (e.g., statistical software)
• Planning and implementing security measures to safeguard database information. (e.g., Enforces ICES security and privacy standards, provides oversight to ensure projects are conducted efficiently and according to policies and standard)
• Writing complex technical code; designing, testing, and modifying programming code.
• Developing and implementing database testing plans, scenarios, and environments.
• Analyzing, troubleshooting, and testing highly complex systems (e.g., assess, plan and modify analytic resource needs at ICES U of T to ensure capability for large-scale complex data analysis using health data)
• Leading and planning IT projects (e.g., leading initiatives with all appointment analysts to improve system efficiency; Takes lead in developing macros and templates, and addressing data issues)
• Serving as a resource to others by providing (non-supervisory) job-related guidance (e.g., orientation, training and ongoing mentoring and oversight, reviews project dataset creation plans (DCPs) assigned to analytic staff; assists with and participate in recruitment activity and appointing analytic staff as required; provides recommendations regarding new or renewed appointments of Appointed Analysts)

Essential Qualifications:

• Bachelor's Degree (Master’s preferred) or acceptable combinationof equivalent experience in quantitative and data science fields including Biostatistics, Computer Sciences, Engineering, etc.
• Minimum five years in a related role, leading and planning IT projects including testing and modifying programming code, preferably within an academic or health care setting.
• Demonstrated hands on experience writing technical code (e.g., SAS macros, SQL programming, etc.)
• Proficiency with designing, testing, and modifying programming code
• Proficiency with the implementation of security measures for safeguarding purposes (e.g., Enforces ICES security and privacy standards, provides oversight to ensure projects are conducted efficiently and according to policies and standards
• Strong analytical and troubleshooting skills
• Strong proficiency with SAS statistical software
• Strong communication skills, both oral and written; demonstrated interpersonal skills to collaborate with a diverse set of stakeholders. (e.g., works with all contributing partners, Works with the satellite Site Director to assess and plan analytic resource needs at the site; provides oversight to ensure projects are conducted efficiently and according to policies and standards)
