Your Opportunity:

Reporting to the Health Economics Program Lead, Cancer Research & Business Partnerships, the Health Economics Lead will be responsible for leading and conducting economic, financial and operational analyses including providing expertise in developing and applying methodologies and modeling to support Cancer Care Alberta (CCA) strategic planning and value based decision making. Working under minimal guidance, the position is responsible for assessing value by conducting cost/benefit analyses, cost effectiveness analyses, current state assessments, reassessments, simulation modeling, budget impact assessments and comparative costing analyses. Key responsibilities include:

• Scoping economic evaluation requests and planning rigorous economic methods to assess value according to the CCA value framework.
• Analyzing data sets to evaluate the impact of new technologies, reassessment of existing technologies, or operational changes driven internally or with external partners.
• Wherever possible these economic evaluations will be published.
• Developing models to simulate or forecast the clinical, operational and/or economic impacts of new healthcare technologies/programs or proposed operational changes.
• Preparing high-quality business cases, reports, publications, briefs and presentations of study findings, including the creation of graphical output.
• In support of the Alberta Strategic Plan for Cancer to 2036 and the CCA value framework, this position will ensure appropriate assessment and evaluation of proposed/existing CCA initiatives from a costing, health economics, and value perspective.
• The position may also work with academic partners and other relevant stakeholders to help develop and refine novel approaches to support decision-making pertaining to adoption of new technologies or therapies or models of cancer care.

Description:

• 70 % Plan and Conduct In-depth Health Economic Analyses and Reviews: Design and conduct economic evaluations of CCA priorities and existing or proposed programs to support value based decision making, including: costing, reassessment, cost/benefit, cost-effectiveness, and budget impact analyses. Model economic impact at both the system and local level of proposed technologies or quality improvement strategies in the context of tight budgets and system reform to ensure changes are cost effective and improve quality and outcomes. Guide collection of primary economic data for priority CCA programs. Ensure methodological rigour, quality, and compliance across all economic deliverables. Research, develop and apply simulation and business tools that enhance CCA capacity in the use of clinical data to drive evidence-based decision making and operational improvements. Prepare reports, publications, briefing notes, and comprehensive value assessments (business cases). Update key stakeholders on progress and relevant information at regularly defined intervals. Work independently but seek guidance for complex situations.
• 15% Performance Measurement: Define key metrics and KPIs, including counter balancing measures, to track performance of CCA priorities and programs from an economic perspective. Develop simulations or forecasts to assess potential economic value, supporting the prioritization of innovations, programs, and changes to operational practices.
• 15% Relationship & Change Management: Engage and collaborate with key stakeholders (i.e. operations, leadership, and financial teams) to ensure health economic initiatives are well supported and align with existing processes/policies. Identify key risks, develops mitigating strategies, and escalates risk as appropriate.

Required Qualifications:

Masters degree in economics, health economics, health policy, and/or health-related field with a strong foundation in modelling, health economics, evaluation methodology, and cost assessment. Equivalencies will be considered.

Additional Required Qualifications:

Five years' experience working in health economics modelling (cost effectiveness analysis, budget impact analysis, and discrete event simulation). Experienced in coding using R or Python. Specialized expertise in health economics methodologies, with strong project management experience. Experience leading initiatives that incorporate healthcare costing and assess value for money. An understanding of key healthcare data that will be required in addition to health economics data. Knowledge and demonstrated application of systems thinking, change management and leadership strategies. Equally comfortable working and communicating with physicians, researchers, clinicians, and executives, delivering difficult messages and working toward collaborative resolution. Demonstrated ability to foster relationships and partnerships with internal and external stakeholders. Candidates must have strong verbal and written communication skills: able to listen, comprehend and clearly convey information in an accurate, clear and concise manner.

Preferred Qualifications:

A strong understanding of Cancer Care Alberta and its departments, policies, processes. Familiarity with the Alberta healthcare landscape. High level skills in negotiation, facilitation and conflict resolution are required.
