Overview

As a key member of the operations and HR leadership teams, this role will guide labour strategy, drive workforce initiatives, and ensure compliance across multiple jurisdictions and union environments.

Position Summary

Reporting to the Senior Director, Operations, and working closely with the Senior Manager, Human Resources, the Labour Relations Manager will be responsible for shaping and executing labour relations strategy across CAM’s Western operations, including Canadian and U.S. jurisdictions. This involves collaborating with internal stakeholders, external unions, subcontractors, and clients to ensure a consistent, legally compliant, and solutions-oriented approach to labour relations.

This position supports CAM’s reputation for operational excellence, workforce stability, and ethical labour practices.

Key Responsibilities

  • Lead labour relations initiatives across Alberta, Saskatchewan, BC, and California.
  • Interpret and advise on Canadian provincial / federal and U.S. state / federal labour laws.
  • Develop and refine labour relations policies, practices, and collective bargaining strategies.
  • Advise senior leadership on grievances, arbitration, workforce strategy, and union contracts.
  • Support negotiations of collective agreements, ensuring legal compliance and alignment with project goals.
  • Collaborate with Estimating and Project Management to provide labour strategy insights and assess labour risks.
  • Build strong relationships with unions, contractors, clients, and labour organizations.
  • Represent CAM in dealings with labour boards, client-side labour teams, and third-party associations.
  • Support Indigenous workforce inclusion and engagement initiatives.
  • Manage compliance with the Temporary Foreign Worker Program and employment standards.
  • Monitor labour-related risks through legislative awareness and industry trend analysis.
  • Partner with Legal and HR on investigations, dispute resolution, and workforce planning.
  • Provide labour relations training to supervisors and project leaders.
  • Promote proactive labour engagement and foster a culture of safety, fairness, and respect.

Qualifications

  • Post-secondary education in Human Resources, Labour Relations, Industrial Relations, Law, or related field.
  • Certifications or ongoing education in Labour or Industrial Relations are advantageous.
  • Minimum 5 years of labour or industrial relations experience in unionized, multi-jurisdictional environments.
  • Experience negotiating and managing collective agreements, preferably in industrial construction, energy, or maintenance sectors.
  • Strong relationships with building trade unions and navigating complex union environments.
  • Knowledge of Canadian and U.S. labour laws; cross-border experience is a plus.
  • Leadership, diplomacy, and strong communication skills to influence stakeholders.
  • Analytical skills to interpret legal agreements and advise strategically.
  • Discretion, emotional intelligence, and collaborative leadership qualities.
