IRC was created in 1984 to represent the Inuvialuit and their rights and benefits obtained under one of Canada's oldest comprehensive land claim agreements. With assets over $1 billion, not including vast land holdings, IRC is responsible for corporate investment, land management, and a broad range of social, cultural, and economic programs and services benefiting Inuvialuit. Its subsidiaries have interests in grocery, manufacturing, property management, transportation, and significant dealings in the oil and gas industry.

JOB SUMMARY

The Junior Data Scientist is responsible for ensuring that the Inuvialuit Regional Corporation (IRC) has efficient/effective access to quality research data, tools, summaries, and analytical products. The successful candidate will focus primarily on assisting the expansion of Inuvialuit capacity and knowledge of statistical information related to social and cultural, health, education, economic and geospatial data.

The Junior Data Scientist will provide support to the Applied Research Project Manager and Research Data Analyst in the development/maintenance of complex databases including – administrative, survey, geospatial and other data used for statistical research, indicator development, program, and policy development purposes. The incumbent will use and/or develop appropriate methodologies and techniques to clean, process and prepare information for the dissemination of statistical products and publications about the Inuvialuit population. This will include the processing of data related Inuvialuit community and regional statistics, which once prepared will be used to support informed program and policy development and identify disparities/comparisons of trends over time.

QUALIFICATIONS

Applicants must be/have:

Education:

  1. Undergraduate degree with a specialization in statistics, or highly quantitative discipline (e.g., economics, social or physical sciences, data, or geospatial sciences etc.).

Experience:

  1. Working knowledge of statistics through application at school and/or work.
  2. Experience preparing and cleaning datasets for statistical analysis.
  3. Experience using statistical software to process and analyze data (some proficiency required).
  4. Experience working with administrative, survey, geospatial and other data sets.
  5. Experience in preparing and producing summary statistics and research reports.
  6. Experience working with Indigenous communities and organizations would be an asset.

SKILLS & ADDITIONAL QUALIFICATIONS

  1. Knowledge of Azure, Containerization (Docker, Rancher), git, PHP, Python, SQL (e.g., SQLite, MSSQL). Familiarity with only some or related tools is acceptable as long there is aptitude and willingness to learn quickly.
  2. Strong computer skills; experience using a variety of software packages such as Microsoft Office and/or other platforms.
  3. Some proficiency in the use statistical cleaning tools, algorithms, models, and software (e.g., R, Stata, SPSS, SAS, ArcGIS etc.).
  4. Knowledge of data storage, and metadata procedures.
  5. Knowledge of various data types, sampling methodologies, data systems and databases.
  6. Excellent communication for clearly presenting data issues and interpretation of statistical information.
  7. Ability to work in a team or independently.

OTHER REQUIREMENTS

  1. Travel within the NWT and to the Inuvialuit Settlement Communities may be required.
  2. Priority consideration will be given to beneficiaries of the Inuvialuit Final Agreement.
