Job summary

The KIM team invites applicants to apply for the following exciting opportunity!

KeewatinohkInniniwMinoayawinInc. (KIM) wasestablishedto work towards a new health system that will better respond to the needs of northern First Nations people in Manitoba. KIM supports health and wellness services for 23 Sovereign First Nation communities in northern Manitoba with a focus onequitablecare, addressing racism in the health care system, responsiveness toemergingneeds, and filling gaps in the health care system. This isaccomplishedthrough advocacy, collaboration, and integration with the First Nation communities, and federal/provincial partners.

Reporting to the Executive Governance Advisor, the Governance Policy Analyst conducts research, analyzes information, and prepares evidence-informed recommendations to support organizational planning and decision-making. The role monitors policies, trends and emerging issues related to health and wellness; prepares analytical documents; and supports initiatives that aim to improve health outcomes in northern Manitoba First Nations.

The Governance Policy Analyst will support KIM’s governance and strategic health planning functions. The position will also contribute to community engagement, policy analysis, evidence gathering, grant and funding proposals, and collaborative work with partners to identify and address health service gaps for First Nations in what is now northern Manitoba.

Candidates with roots to a northern First Nation community will be given preference.

The successful candidate will be responsible for:

• Preparing analytical materials such as briefing notes, reports, research summaries and presentation content.
• Contributing to the development, coordination and implementation of strategic action plans that inform improvements in health and wellness services, standards and system-level policies.
• Supporting the CEO and Governance Lead through meeting preparation, agenda development, technical briefing materials, presentations and decision documentation.
• Supporting meetings within each of KIM’s three-part governance structures, including drafting meeting materials, reports, briefing notes and other documents as required.
• Reviewing, monitoring and analyzing provincial and federal health care legislation, policy decisions, directives, initiatives and operational plans affecting health and health services for First Nations in what is now northern Manitoba.
• Contributing to KIM’s strategic health planning function and support continued implementation of the health plan through the collection, analysis and dissemination of evidence-based information.
• Supporting community engagement activities for health transformation with and for northern First Nations, including facilitating dialogue, gathering input and preparing reports to inform program and policy development.
• Assisting in communicating information to stakeholders and receiving feedback from community partners, health staff and relevant professionals.
• Participating in committees or working groups focused on identifying and addressing health service gaps, and support participation at inter-sectoral tables and collaborative decision-making processes.

The successful candidate will possess the following qualifications:

• Post-secondary degree in health policy, public health, public administration, political science, Indigenous studies, law or a related field, or an equivalent combination of education and relevant experience.
• Deep understanding of health systems, health services delivery and factors that influence health outcomes in northern or remote communities.
• Knowledge of policy development processes and legislative or regulatory environments affecting health and/or social policy.
• Knowledge of health issues, health care systems, programs and services as they impact First Nations.
• Ability to work with tact and professionalism, including when representing the organization in multi-stakeholder contexts.
• Strong communication and networking abilities for working with community partners and sector representatives.
• Experience in community engagement, applied research or policy-related work in northern, rural or remote contexts is considered an asset.
• Proficiency with computer software applications, internet, email and Microsoft Office 365 applications is required.
• Excellent written, oral and interpersonal communication skills.
• Ability to prepare and deliver high-quality written reports and presentations for diverse audiences.
• Experience with First Nations community engagement, community-based research and First Nations decision-making processes is an asset.
• Ability to work respectfully with diverse communities and understand unique regional or cultural contexts.
• The ability to speak one of the northern First Nations languages is desirable.

• Possess a valid Class 5 driver’s license.
• Ability to travel to the north, including by air.
• Must be eligible to work in Canada.
