Position Summary

If you have experience working in financial systems environments and in the accounting field, this could be your next employment opportunity! The City of Regina is embarking on an exciting project to upgrade and enhance our current financial accounting system, Oracle. We are seeking skilled Financial Administration Business Systems Analysts for an approximately 24-month term to implement these upgrades and enhancements.

The successful candidate will play a key role in upgrading our system, streamlining processes, and supporting the City’s financial strategies. They will provide accounting and financial support, assist with the system upgrade, and ensure the integrity and productivity of the Oracle system are maintained and effectively rolled out to users.

Key Duties & Responsibilities

Technical Support

  • Provide technical expertise in the effective use of systems, business processes, and interfaces to support Finance operations.
  • Troubleshoot, modify, improve, and maintain system performance.
  • Assist staff with training, consulting, report writing, and project support.

Documentation and Knowledge Maintenance

  • Develop and maintain departmental standards and procedures for system operations, including business processes and internal controls.
  • Stay updated on technological advancements related to financial systems and reporting tools.
  • Implement best practices to improve business efficiencies.

Reporting and Analysis

  • Identify management reporting needs and create complex reports, especially those requiring data from multiple systems.
  • Develop project plans, monitor progress, and report on project status.
  • Define system requirements and develop PC-based applications as needed.

System Management and Liaison

  • Identify implications of system upgrades and implement necessary modifications.
  • Act as liaison with the Information Technology Services Department and other departments for projects and upgrades.
  • Ensure technology solutions meet business needs by analyzing current and future business processes.

Key Qualifications

  • A university degree in computer science, coupled with experience/education in an accounting-related field, and 3-5 years of responsible experience in financial systems and accounting/business processes, including at least 2 years in a senior role. Preference for candidates with specific knowledge related to finance, land development, or purchasing.
  • Thorough knowledge of financial and operating systems.
  • Expertise in systems analysis, design, installation, and programming, including TCA reporting.
  • Knowledge of organizational management principles.
  • Strong problem-solving skills, logical thinking, and the ability to analyze data and recommend solutions.
  • Ability to work independently and in teams, demonstrating sound judgment and initiative.
  • Effective communication skills, tact, and diplomacy.
  • Ability to prioritize, meet deadlines, and manage expectations.
  • Understanding of financial business processes, policies, and procedures.

Additional Requirements

The successful candidate may need to obtain and provide a satisfactory criminal record check per City policy and must provide proof of education. Additional assessments may be conducted to evaluate competencies, knowledge, skills, and abilities.
