Summary of Duties

Reporting to the Senior Engineer, Development Engineering, reviews and comments on all development applications related to environmental and servicing matters. Identifies or directs engineering analyses required as a result of development activity; reviews and comments, provides recommendations on development applications, and prepares various Development Agreements for senior staff, Committees, and Council. Assists in the complex review and approval of engineering drawings, including extensions of municipal services, shoring and construction management plans, and Functional Servicing and SWM reports; reviews and approves site grading and servicing plans, and prepares servicing permits. Presents results in written and verbal formats at hearings, meetings, committees, and to elected officials, staff, and the public.

General Duties
  1. Reviews, comments, and recommends conditions of approval for development applications related to environmental and servicing matters, and directs engineering analyses as needed.
  2. Attends meetings with external customers and internal staff as required.
  3. Prepares various Development Agreements.
  4. Reviews Engineering Design Drawings using Blue Beam digital review software.
  5. Calculates sewer/water permit costs based on municipal fee schedules and user fees.
  6. Accepts cash and letters of credit for Development Agreements.
  7. Determines and recommends cost recoveries for municipal services related to developments.
  8. Determines cash and security requirements for Development Agreements.
  9. Assists in maintaining and updating engineering guidelines, manuals, standards, and policies.
  10. Coordinates and reviews development applications, grading, servicing, and stormwater drainage matters with municipal staff and other agencies.
  11. Provides advice to architects, engineers, surveyors, lawyers, and City staff on policy and design considerations for private developments.
  12. Investigates and makes recommendations on grading and drainage complaints.
  13. Addresses development-related concerns from the public.
  14. Provides technical guidance to engineering students.
  15. Works in accordance with health and safety legislation and City policies.
  16. Performs other duties related to the major responsibilities of the job.
Qualifications
  1. Graduation from a recognized Community College in Civil Engineering Technology or related experience in planning and development control, or a combination of education and work experience.
  2. Member or eligibility for certification with the Ontario Association of Certified Engineering Technicians and Technologists preferred.
  3. Excellent written and verbal communication skills.
  4. Proficiency in computer software such as Word, Access, Excel, Blue Beam, and Drawing Management System.
  5. Valid Class "G" Driver's License required; proof needed after hire.
