About The Role

We are seeking an experienced and detail-oriented Information Technology Security Engineer to support Cyber Protection Services initiatives, with a focus on Certification & Accreditation (C&A) processes, Threat and Risk Assessments (TRAs), and the application of IT security policies and safeguards. The ideal candidate must be capable of identifying risks, validating security controls, conducting security assessments, and supporting senior decision-makers with technical insights and documentation.

Key Responsibilities

Policy and Standards Application

• Review, analyze, and apply relevant Federal, Provincial, and Territorial IT Security policies, procedures, and risk mitigation strategies.
• Implement system certification and accreditation activities according to applicable guidelines and standards.
• Stay current on industry best practices and emerging threats to provide informed recommendations.
  
  

Threat and Vulnerability Analysis

• Identify technical, personnel, procedural, and physical vulnerabilities and threats across:
• Operating systems (e.g., Windows, Unix, Linux, Novell)
• Wireless network architectures
• Public sector infrastructure environments

Security Documentation and Reporting

• Develop and deliver security documentation and reports, including:
• Threat Assessments
• Statements of Sensitivity (SoS)
• Data Security Analysis Reports
• Privacy Impact Assessments (PIAs)
• Concept of Operations (CONOPS)
• Non-Technical Vulnerability Assessments
• Risk and Residual Risk Assessments

Certification Activities

• Lead or support the development and execution of Security Certification Plans.
• Validate and map security requirements throughout system design and implementation phases.
• Conduct Security Testing and Evaluation (ST&E) to assess whether safeguards are correctly implemented and functional.
• Ensure compliance with departmental, system, and federal security assurance requirements.
  
  

Accreditation Activities

• Assist or lead the review of certification results to support security authorization decisions.
• Participate in providing:
• Developmental approval for systems in design that handle sensitive data.
• Operational approval for production environments where risk is deemed acceptable.
• Interim approval under justified operational exceptions where full compliance is pending.

Training and Advisory

• Develop and deliver training materials and sessions related to TRA and C&A processes.
• Brief senior management on risk, compliance posture, and mitigation strategies.
• Provide expert reviews and recommendations on submitted TRA and C&A documentation.
• Perform other IT security-related services as needed within the cyber protection domain.
  
  

Required Skills & Qualifications

• 10+ years of hands-on experience in IT security engineering, preferably in public sector or critical infrastructure environments.
• Deep understanding of Certification & Accreditation (C&A) frameworks, Threat and Risk Assessment (TRA) methodologies, and security lifecycle governance.
• Strong familiarity with IT security policies, including ITSG-33 and TBS Security Policy Instruments.
• Technical expertise in operating systems, networks, and wireless technologies.
• Demonstrated experience conducting ST&E, risk analyses, and system configuration validation.
