Job summary

CPSBC is seeking an experienced IT Project Manager to lead business-system projects from initiation through delivery. You will partner with the PMO, manage vendors, and drive change management while ensuring on-time, on-budget implementation aligned with CPSBC goals.

The role requires 5+ years in technology project management within complex environments, a relevant degree, and strong stakeholder communication skills.

Qualifications

  • Minimum five years of technology project management and reporting experience in a complex organization.
  • Bachelor’s degree in business administration, science, engineering, MIS, software development, project management or related field, or equivalent.
  • PMP designation would be an asset.
  • Certification/training or experience with organizational change management will be considered an asset.
  • Demonstrated experience with complex projects and multidisciplinary project teams.
  • Natural leader who fosters a friendly, team-oriented workplace where employees work safely and productively together.
  • Expert communicator with strengths in collaboration and relationship building who maintains a healthy, open and trusting workplace with integrity and accountability.
  • Expert knowledge of system development lifecycle, project management best practices, and methodologies (waterfall, agile, scrum, rolling wave).
  • Experience with the RFP process and outcomes.
  • Ability to work with senior internal clients and drive project progress.
  • Proven ability to lead and motivate in a team-oriented, collaborative environment.
  • Excellent interpersonal and communication skills (written and verbal), including presentation skills and report writing.
  • Exceptional service orientation and the ability to present ideas in business terms.
  • Experience in problem solving, change management, financial management and risk management.
  • Self-motivated, hands-on and self-directed.
  • Detail-oriented with demonstrated ability to meet deadlines, manage multiple priorities and work effectively under pressure.
  • Strong technical background including experience working with developers.
  • Passionate about implementing effective business processes and building great systems.
  • Proficient with MS Project and Azure DevOps task boards.

Responsibilities

  • Lead IT projects end-to-end through the full SDLC, ensuring delivery on schedule, within budget, and meeting quality and scope.
  • Build relationships with all levels of the organization to achieve goals.
  • Engage and manage third-party vendors.
  • Develop understanding of CPSBC’s business, services, and partners.
  • Develop knowledge of CPSBC’s core business functions and key technology platforms.
  • Understand why a project is needed and write business cases.
  • Write comprehensive project charters and plan/define scope, schedule, budget, risks, assumptions, constraints and dependencies.
  • Utilize PMO tools, PMBOK, and agile/scrum methodologies.
  • Actively participate and lead in the PMO.
  • Engage, motivate and manage project team to deliver tasks.
  • Develop and track project budget; justify and manage change orders.
  • Proactively manage resources across multiple projects to meet commitments.
  • Evaluate cross-project resource demands to mitigate delivery risks.
  • Be the accountable point person for project delivery and communications with senior management.
  • Identify and manage issues and risks; lead resolution.
  • Facilitate and support organizational change management activities.
  • Transition new processes to operations and provide post-implementation support.
  • Ensure compliance with policies and processes.
  • Contribute to PMO maturation with templates and dashboards.
  • Bridge IT and business units, translating technical constraints into business impacts.
