Job summary

College of Nurses of Ontario (CNO) is seeking an Investigator (Bilingual) to carry out intake and investigations of complaints regarding professional misconduct and incapacity. You will assess information for public risk and conduct health inquiries, with duties spanning intake, investigations, and presenting matters before the ICRC.

The role requires university education in a regulated health field or related discipline and 3–5 years of investigations or risk-management experience.

Qualifications

• Completion of a university degree in a regulated health field (e.g., BScN, MSW, MScPT, MScOT) or relevant discipline such as law or risk management.
• 3–5 years relevant work experience in investigations, risk management, professional regulation, dispute resolution or health care.
• Demonstrated ability to analyze information for risk to the public and to conduct investigations and health inquiries.

JOB PURPOSE

Carries out the intake of complaints and reports and conducts investigations of complaints and reports regarding professional misconduct, incompetence and incapacity.

KEY RESPONSIBILITIES

• Carries out the intake of complaints and reports by assessing and analyzing information for risk to the public and in accordance with right-touch and risk-based principles; carries out early resolution processes for complaints and reports.
• Conducts investigations regarding complaints and/or reports of professional misconduct and incompetence.
• Conducts health inquiries regarding the capacity of nurses to practice safely.
• Explains College of Nurses of Ontario’s (CNO) professional conduct processes to members of the public, registrants and system partners.
• Presents matters before the Inquiries, Complaints and Reports Committee (ICRC) for decision.

REQUIRED QUALIFICATIONS

Education and Experience

• Completion of a university degree in a regulated health field (e.g., BScN, MSW, MScPT, MScOT) or relevant discipline such as law or risk management.
• 3–5 years relevant work experience in investigations, risk management, professional regulation, dispute resolution or health care.

• Communication – Uses excellent communication skills to engage with system partners and in carrying out the intake of complaints and reports or conducting investigations and health inquiries; considers impact to system partners, determines communication delivery and approach, adjusts approach when difficulty in understanding arises. Messages are clear, shared in a timely manner, and ensure confidentiality and sensitivity to difficult situations.
• Planning and Organizing – Identifies competing priorities and uses excellent case management skills to assess, prioritize, and balance conflicting demands. Develops plans and implements processes to facilitate time management.
• Analytical and Critical Thinking – Applies knowledge of the Regulated Health Professions Act, 1991 and related legislation when conducting investigations to consider various nursing standards and determine applicability to the case; assesses nature of allegation by gathering numerous witness statements and relevant documentation to achieve a full understanding of the issue; finds further information to resolve inconsistencies and makes informed decisions by identifying and analyzing relationships between two or more factors to determine most appropriate regulatory response.
• Attention to Detail – Requires close attention to details when reviewing numerous witness statements and relevant documents for inconsistencies and identification of key details; develops methods for organizing and tracking information.
• Problem Solving – Gathers, analyzes, evaluates, and organizes all relevant information, considering relevant facts and identifying main issue; uses knowledge of related legislation and CNO policies when carrying out intake and early resolution processes or to complete a thorough and neutral investigation, form the foundation for negotiations and present matters to the ICRC to render a decision.

Hiring Range: $108,073.00 - $114,845.00

Full Salary Range: $108,073.00 - $129,688.00
