Job summary

College of Physicians Surgeons of Alberta is seeking an Investigator who will conduct impartial investigations under the Health Professions Act, gathering evidence, interviewing parties, and producing objective reports with recommendations.

The role requires 5+ years in regulatory investigations, strong analytical and communication skills, and adherence to privacy requirements. A hybrid work arrangement may be considered after probation, with initial work from downtown Edmonton.

Qualifications

• Bachelor's degree/diploma in Law Enforcement or related field; or equivalent mix of education and experience.
• 5 years of experience in regulatory investigations; formal training in medical/legal investigations; or similar.
• Minimum of 5 years conducting investigations including interviewing witnesses, preparing investigation reports and evidence gathering.

Job description

The Investigator conducts impartial, thorough investigations of complaints under the Health Professions Act (HPA) by gathering and analyzing evidence, interviewing involved parties, and preparing clear, objective reports and recommendations. Working with internal and external stakeholders, this role applies strong critical thinking, communication, and investigative skills to ensure that complaints are addressed fairly, efficiently, and in accordance with legislative, regulatory, and privacy requirements.

KEY RESPONSIBILITIES:

• Investigate complaints under the Health Professions Act (HPA) within both legislated and procedurally required timelines:
  • Gather, review, and analyze complaints, medical records and other documentation to determine the appropriate investigation process and execute in a planned, unbiased and time-sensitive manner.
  • Collaborate with internal and external partners to identify elements of the complaint under various CPSA and legislative standards
  • Conduct a robust investigation including interviews of complainant, respondent and various other parties as relevant to the complaint, evidence collection, obtaining expert opinion, etc.
  • Compile and compose a concise report of investigation, findings and conclusions, and report on those conducted investigations to the Complaints Director.
  • Analyze file materials, review medical records and any other documentation and/or direction provided and prepare draft correspondence letters to parties involved.
  • Maintain an accurate list of precedent-setting cases and reference lists for reference.
  • Ensure all timelines and privacy requirements are met throughout the process.
  • Monitor and meet key performance indicator expectations for file loads and investigation closures on an annual basis.
  • Act as formal and/or informal mentor to new investigation team hires as assigned.
• Management & Team Development
  • Provide leadership, direction, and performance management when necessary to program team members
  • Recruitment, development and retention of program team members
  • Conduct program team members' annual performance evaluations
• In support of continuous quality improvement, look for and suggest opportunities of improvement to the program and process.

Please note that this role will review and investigate matters of a sensitive and personal nature, which can include injuries, sexual assault, abortion, and death. The Investigator must remain neutral and professional in their communication with both the physician and complainant, no matter the facts of the case.

QUALIFICATIONS:

• Required Minimum Qualifications:
  • Bachelor's degree/diploma in Law Enforcement or related field; or equivalent mix of education and experience.
  • 5 years of experience in regulatory investigations; formal training in medical/legal investigations; or similar. Minimum of 5 years of experience conducting investigations, including interviewing witnesses, preparing investigation reports and evidence gathering.
• Preferred Qualifications and Experience:
  • Experience in regulatory, medical, and/or legal investigations is required
  • Exceptional consultation, mediation, and analytical skills
  • Demonstrated complex critical thinking and problem-solving skills
  • Excellent communication skills, including concise report writing and interview skills
  • Strong conflict management, organization, prioritization and time management skills
  • Demonstrated understanding of diversity, inclusion, bias and cultural safety as it applies to investigation, regulatory complaints resolution processes are an asset

SALARY:

The annual salary for this position is $114,586 and includes a comprehensive benefit package and pension plan.

During the 90-day probationary period, the successful candidate will be required to work from CPSA's downtown Edmonton office. At the conclusion of a successful probationary period, a hybrid work arrangement may be considered.
