Job Description

As an Intermediate Procurement Specialist, you will be accountable for full lifecycle procurement activities for a portfolio of medium-to-high complexity procurement packages for the Canadian Surface Combatant (CSC) program, including systems, equipment, and materials. Your responsibilities will include conducting research and analysis to develop comprehensive sourcing strategies, engaging stakeholders to ensure progress and schedule adherence, performing supplier engagement activities, executing pre-qualification processes to onboard suppliers, developing and executing RFI/RFPs, coordinating supplier negotiations, preparing contracts and briefing papers, managing procurement activities such as purchase orders and invoicing, and reviewing post-award contract deliverables, supplier performance, and relationship management.

Responsibilities

• Perform research and analysis to develop optimal sourcing strategies for the assigned portfolio.
• Manage stakeholder engagement to provide accurate, timely advice supporting progress and schedule adherence.
• Conduct full lifecycle supplier management, including pre-qualification, engagement, negotiations, and performance management to ensure on-time delivery and schedule adherence.
• Develop and manage Requests for Information and Requests for Proposal, ensuring sourcing events meet cost and schedule expectations.
• Handle full contract management activities, including preparation, negotiations, and post-award administration.
• Manage purchase orders and invoicing processes, ensuring accurate and timely invoice matching.

Qualifications

• Post-secondary education in a relevant discipline is preferred.
• Practical experience in end-to-end supply chain and procurement activities, typically gained through work experience.
• At least 3 years of procurement experience in Shipbuilding, Aerospace/Defense, Heavy Manufacturing, or Construction industries.
• Ability to analyze and synthesize large amounts of information with high attention to detail.
• Proficiency with MS Office suite.
