Intermediate Capital Cost Estimator / Cost Controller

TWD is currently seeking an Intermediate Capital Cost Estimator / Project Cost Controller in our Burlington, ON office to support TWD Technologies.

Job Summary

As an Intermediate Capital Cost Estimator, you will support the preparation and analysis of capital cost estimates for projects across the oil & gas and infrastructure sectors. You will work closely with project teams to ensure accurate, timely, and well-documented estimates are delivered to support project planning, budgeting, and execution.

Job Responsibilities

  • Prepare quantitative estimates & estimate proposals for projects.
  • Use Aspen Capital Cost Estimator effectively.
  • Prepare multi-disciplinary project estimates using Aspen Economic Evaluation software; manage cost estimates for projects including Oil and Gas facilities, Pipelines, and Green Energy, following AACEI guidelines.
  • Develop and coordinate estimate plans for projects of all sizes and complexities.
  • Provide basis of estimates and conduct Cost Confidence Evaluations (CCE) using the basis of estimate.
  • Conduct CCE cost risk assessments (e.g., Monte Carlo simulations, Cost Risk Matrix development).
  • Present estimates for internal and client reviews, answer questions, and explain details confidently.
  • Review and revise CCE policies and procedures to improve accuracy and consistency.
  • Manage a small team supporting CCE activities and lead estimate reviews with project teams.
  • Contribute to business development efforts regarding the effort required for CCE scope.
  • Work on multiple projects concurrently.
  • Assist with project schedule development and updates.
  • Provide Cost Control Support, including developing work breakdown structures, measuring earned value, and forecasting costs at completion.

Qualifications

  • 5+ years of estimating and/or cost control experience.
  • Experience with small and large projects (up to $500MM).
  • Degree or diploma in Engineering, Construction Management, or a related field.
  • Experience using Aspen Cost Estimating software.
  • Minimum of 5-6 years relevant experience in energy, oil and gas, pipeline, and industrial projects.
  • Post-secondary education in Engineering, Technology, or applicable trades.
  • Proficient in MS Office: Word, PowerPoint, Excel.
  • AACE Certification is a plus.
  • Proficiency in MS Project or Primavera is an asset.
