A large and complex organization, eHealth is comprised of 30+ clinical and non-clinical program (service) areas that all work together to support healthcare providers and teams across the province in delivering the best possible care to patients, providers, citizens, and health system users. Programs range from primary care to acute care, and include laboratories, pharmaceuticals, and diagnostics. Additional programs that also support patient care and information, include Virtual Care, MySaskHealthRecord, and the provincial Electronic Health Record. eHealth is also responsible for administering various pieces of legislation to manage the registration of/changes to all vital event records (e.g., birth, marriage, death), legal name changes, and adoptions, as well as maintaining the provincial health registry for health services eligibility and distribution of health services cards.
eHealth teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.
About the Role:
Reporting to the Manager, Health Registries and Vital Statistics - Technology, the Intermediate Business Analyst role is responsible for supporting the Health Registries and Vital Statistics team. This position works with internal and external teams across the province to ensure the services we provide fit with the overall strategic direction of eHealth and meet or exceed business requirements.
Health Registries and Vital Statistics manages Saskatchewan residents’ health coverage, residency and vital events such as birth, death and marriage. This position facilitates the development of strategies, plans, roadmaps, and business cases in collaboration with eHealth and its partners.

The situations you will encounter are not black and white, so you must be proficient in solving complex problems, delivering solutions, and enjoy ‘working within the gray’. Proven experience and skills in communication, problem solving, and documentation standards will also be required. Expertise is required for best practices for application use and future integrations in various program and business settings.
Typical Daily Duties:
- Participate in project initiatives, including gathering, validating, and managing business requirements;
- Follow-through projects with clear and concise documentation, implementation planning, training development, execution, incident management, and support;
- The business analyst is technically sound, with a broad base of knowledge, experience, and the ability to relate the technical issues to the underlying needs of the business;
- The role will involve being able to grasp the implications of technical details rapidly and understand their inter-relationships and the impact on the environment into which the solution will be deployed;
- Triage incidents and requests to provide support for several large applications used by eHealth and external users;
- Identify opportunities for process and system enhancements.
You will have knowledge and/or experience in the following:
- Post-secondary Degree or Diploma in Business, Finance, Economics, Computer Science, or related field;
- 3+ years of experience as a Business Analyst or similar role;
- Certified Business Analysis Professional designation is an asset;
- Hands on experience converting business requirements into technical specifications;
- Hands on experience creating and executing test plans;
- Ability to design, test, implement or adapt existing systems/applications;
- Ability to quickly acquire knowledge of information technology architectures including integration and application software;
- Knowledge of requirements analysis and solution design principles (i.e. use cases, functional and non-functional requirements, requirements traceability, data mapping, etc.);
- Knowledge of commercial software applications (Word, Excel, Project, Visio);
- A proven track record of group facilitation;
- Excellent written skills to communicate and present options and alternatives, and bring forward recommendations to both business area and IT professionals;
- Excellent documentation skills to coordinate development of project related artifacts including but not limited to architectural diagrams, proposals, charters, business requirements, and schedules;
- Ability to work independently and attention to detail;
- Experience with agile development, project management and integration of healthcare IT applications is an asset.

- A proven track record to quickly and adeptly acquire knowledge of information technology architectures including: integration and application software, interoperability standards, database, subsystem components and software.
It is expected that the period of engagement will be approximately 12 months with the potential for a 12-month extensions or a permanent position.
