Our client requires a project manager to oversee IT infrastructure projects, particularly within the Infrastructure Refresh Program, including device upgrades to Windows 11. The resource will lead cross-functional teams, develop business cases, and manage full project lifecycles. Strong experience in IT infrastructure, stakeholder engagement, and public sector environments is essential. Additional responsibilities may include feasibility studies and implementation projects across various technology domains.

This position is designated as a ‘hybrid position,’ requiring the resource to work at the office (with occasional work at other client facilities) at least 20% of the week. The work location is in New Westminster, with travel to other client sites in the Greater Vancouver Area as needed, at the consultant’s expense. The resource shall be available during the client’s standard business hours, between 7:30 AM and 5:00 PM Pacific Standard Time.

Responsibilities
  1. Manage all phases of the project lifecycle, including initiation, planning, execution, monitoring, and closing.
  2. Lead cross-functional teams, including internal staff and external contractors, ensuring effective collaboration and delivery.
  3. Develop comprehensive business cases and project planning documents aligned with organizational priorities and IT resiliency best practices.
  4. Oversee project execution, including financials, procurement, communications, quality, risk, and decision tracking.
  5. Engage with governance structures such as Steering and Technical Advisory Committees to support decision-making and benefit realization.
  6. Prepare and deliver regular project reports, manage project scope and schedules, and ensure vendor and contract performance.
Mandatory Requirements
  • 5+ years of proven IT infrastructure project management experience.
  • Experience managing project delivery partner organizations.
  • Bachelor’s or Master’s degree in Business Administration or Computer Science.
  • 8+ years of full-cycle technology project management experience, including SDLC projects from conception through deployment.
  • Managed projects with budgets over $2M and teams of more than 10 members.
  • Extensive experience managing stakeholders and fostering collaboration.
  • Excellent communication skills, both verbal and written, suitable for senior management presentations.
  • A proactive approach with a sense of urgency to complete tasks.
  • Solid experience managing risks, changes, issues, time, scope, resources, budgets, and quality.
  • Experience managing complex contracts.
  • Proven ability to facilitate consultation processes with diverse stakeholder groups.
  • Ability to align project strategies with broader program goals.
  • Experience coordinating activities across related projects.
  • Experience in developing and implementing technology and business process improvements.
  • Experience gathering and analyzing functional and technical requirements.
  • Ability to lead interdisciplinary teams effectively.
  • Understanding of organizational change management (OCM).
  • Proficiency with MS Office tools, including Microsoft Project and SharePoint.
Desirable Requirements
  • Previous experience with Windows 11 upgrade projects.
  • Experience working as a Project Manager in similar organizations in Canada.
  • Project Management Professional (PMP) certification is a plus, along with training in best practice project management techniques.
