Role Overview

The Cloud Infrastructure Construction Environmental Compliance team is responsible for environmental permit compliance related to the construction of Data Centers (DCs). The Construction Environmental Compliance Lead will manage environmental permits during construction until turnover to operations, oversee site inspections with consultants, collaborate with internal/external partners to ensure compliance, develop and submit AHJ reports/inspections, and work with General Contractors and clients to meet all regulatory requirements. This role involves regular engagement with stakeholders across Compliance, Permitting, Legal, Design, Construction, and Operations teams, as well as external agencies and contractors. The Lead will be pivotal in developing strategies and ensuring compliant execution of environmental permits during the construction phase of our DC lifecycle.

Key Responsibilities
  1. Conduct onsite field inspections and provide offsite report development and team coordination throughout the project lifecycle, including support during transfer to Operations Environmental Compliance.
  2. Maintain strong knowledge of environmental regulations related to Clean Water Act sections 402, 401, and 404.
  3. Support the environmental team in delivering data center projects on time while ensuring compliance with all environmental permits.
  4. Coordinate with subject-matter experts to meet compliance obligations aligned with construction schedules.
  5. Manage relationships with Permit Managers to understand permit conditions and ensure construction teams adhere to all environmental approvals.
  6. Oversee environmental and construction consultants supporting site inspections, reporting, agency discussions, permit submissions, and compliance advisories.
  7. Identify and mitigate issues related to stormwater, wetlands, streams, threatened/endangered species, cultural resources, buffers, tree preservation, and air quality during construction.
  8. Support regulatory agency, stakeholder, and community engagement activities for new builds.
  9. Develop environmental risk and compliance mitigation strategies to facilitate construction and operational timelines.
  10. Manage environmental compliance planning and execution during pre-construction and turnover phases.
  11. Communicate environmental requirements and expertise to diverse stakeholders, maintain regular project status reports, and contribute to Environmental Excellence programs.
  12. Visit DC construction sites at least weekly within the assigned region.
  13. Experience & Education
  • 5-11 years of experience in environmental permitting, compliance, and approvals in the U.S., including impact assessments and permit management.
  • 5-11 years of program and project management experience, including permit timelines, cross-disciplinary coordination, and leading consultants.
  • Experience with mission-critical facilities or large-scale construction projects.
  • Bachelor's degree in environmental, Civil, or Chemical Engineering, Environmental Science, or equivalent.
Skills & Competencies
  • Strong background in environmental permitting and compliance, with knowledge of air quality, threatened/endangered species, CWA 404/401, stormwater, SPCC, RCRA, etc.
  • Ability to follow construction schedules, identify risks, and implement mitigation strategies.
  • Excellent communication skills and ability to build cross-functional relationships.
  • Self-starter with a process-oriented, collaborative approach in a fast-paced environment.
