Job description

Internal Title: Project Management IV

Reporting to the Testing and Commissioning Director, the Civils Testing and Commissioning Senior Project Manager will lead the testing, commissioning, and entry into service of the civils works on the client’s project.

This position will manage a team of staff, consultants, and contractors to deliver the testing and commissioning workstream.

Responsibilities include:

  1. Overseeing the Contractor’s Testing and Commissioning Team to ensure milestones are met without compromising safety or quality.
  2. Developing a phased handover approach to prevent bottlenecks caused by civil works delays.
  3. Driving integration across civil works and systems within the project.
  4. Ensuring processes align with system assurance, operational readiness, and safety requirements.
  5. Validating documentation such as test reports, commissioning certificates, and safety approvals before service trials.
  6. Collaborating with the Independent Safety Assessor to review safety test results and certification readiness.
  7. Addressing testing risks proactively, including civil delays, design changes, or system integration issues.
  8. Phasing the testing schedule with construction completion and system installation.
  9. Engaging Systems Operations & Maintenance teams early for training, trial runs, and acceptance.
  10. Supporting final approval for system readiness and ensuring all commissioning requirements are completed.
  11. Managing documentation, certifications, and as-built records.
  12. Handling testing and commissioning interfaces across all asset groups.
  13. Leading the handover of systems assets to stakeholders.
  14. Supporting the operational readiness task force.
  15. Managing projects from inception to completion, including planning, resource allocation, and risk management.
  16. Monitoring performance against requirements, schedules, budgets, and KPIs, and implementing corrective actions.
  17. Communicating progress through reports, proposals, and presentations to various audiences.
  18. Negotiating scope changes and overseeing quality control.
  19. Defining success criteria and ensuring their dissemination and achievement throughout the project lifecycle.
  20. Completing additional tasks as assigned by the Director.

Working Conditions:

  • Office-based

Minimum of 12 years of project management experience, with significant systems testing and commissioning experience on large-scale rapid transit projects. Proven leadership of technical teams and contractor activities. Bachelor’s degree in a relevant field and PMP certification are required.

Skills include knowledge of transit systems, stakeholder management, project performance evaluation, and proficiency in MS Office and project management software. The candidate must demonstrate excellent communication, problem-solving, risk management, team leadership, and innovative thinking skills.
