Job description

Infrastructure & Capital Projects – Capital Projects Business Analyst, COM
  • (Internal Title: Business System Configuration / Development II)
  • The Capital Projects Business Analyst independently designs and delivers low‑code solutions, automations, and field‑ready digital workflows that close operational data gaps in capital programs. This role leads requirements discovery, solution design, build, testing, and release management for assigned products, ensuring solutions are secure, supportable, and aligned to enterprise standards while maintaining agility.
  • Solution Design & Delivery Ownership:
    • Lead end‑to‑end delivery for assigned low‑code products through the full Software Development Life Cycle (SDLC) (discovery, design, build, test, release, and hypercare).
    • Convert business needs into user stories, acceptance criteria, and solution designs (wireframes, process flows, data models).
    • Design solution architecture within low‑code platforms (environment strategy, role design, component reuse, data model patterns).
    • Manage releases, including version control, change logs, communications, and stakeholder sign‑off for major changes.
    • Build complex workflows (approvals, escalations, exception handling, rework loops) with robust logging and error handling.
    • Implement role‑based access and validation rules aligned to operational processes and governance.
    • Develop portals/pages and field‑facing interfaces optimized for usability and performance.
    • Create reusable components/templates to standardize forms, approvals, and common workflow patterns.
  • Integration, Data Handling & Controls:
    • Implement integrations using approved connectors/APIs; coordinate integration requirements with Business Systems and Architecture teams.
    • Design data capture models and reference data strategies that support downstream reporting and auditability.
    • Define and implement validation, duplication prevention, and exception reporting controls appropriate to data criticality.
    • Plan data retention and records expectations in partnership with information governance and platform teams.
  • Testing, ALM & Operational Readiness:
    • Define test plans and support UAT; ensure defects are tracked, prioritized, and resolved with evidence.
    • Establish ALM practices (branching, solution packaging, environment promotions) and adhere to release governance.
    • Support operations through monitoring, support playbooks, and structured handover processes.
    • Troubleshoot production issues and perform root cause analysis; implement preventative improvements.
  • Stakeholder Engagement & Enablement:
    • Facilitate workshops with SMEs and field users; validate process changes and adoption risks.
    • Deliver training sessions and create adoption assets (job aids, walkthroughs, FAQs).
    • Provide consultative recommendations on whether a need should be met via low‑code enablement or escalated for PMIS/system changes.
  • Mentoring & Knowledge Sharing:
    • Coach Level I Developers through code reviews, pairing, and best‑practice guidance.
    • Contribute to standards, reusable assets, and playbooks to increase consistency and speed.
  • Working Conditions:
    • Hybrid (combination of office and remote work), with periodic on‑site presence to support field users and program offices as required.
Qualifications & Experience
  • 3–7 years of experience delivering low‑code solutions, automation, web/mobile solutions, or adjacent digital product delivery.
  • Demonstrated ability to translate operational needs into working apps/workflows with measurable adoption outcomes.
  • Working knowledge of security and access control concepts (role‑based access, least privilege), and comfort working with governance processes.
  • Familiarity with integration patterns (APIs/connectors), data modeling for operational apps, and enterprise environment practices.
  • Strong stakeholder management skills; ability to prioritize, negotiate trade‑offs, and manage delivery to deadlines.
  • Capital projects exposure (field operations, inspections, safety, commissioning, project controls, document workflows) is a strong asset.
Certifications & Professional Development (Applicable / Preferred)
  • Microsoft Certified: Power Platform Developer Associate (PL‑400) — strongly preferred.
  • Microsoft Certified: Power Platform Functional Consultant (PL‑200) or App Maker (PL‑100) — preferred.
