Program Sustainability Consultant

Background

Safe at Home Hamilton (SAH-H) is a multi-sector pilot program launched in May 2024 in Hamilton, Ontario modeled on international programs first implemented in Australia, New Zealand, and the UK. After work completed in partnership with our Steering Committee consisting of violence against women service providers, shelters, the City of Hamilton housing services, Hamilton Police, and academic experts in the field, the international model has been tailored to a local context.

SAH-H assists individuals experiencing intimate partner violence by supporting them to stay safely in their homes or move to a home of their choosing. Previous implementations of this program model have been shown to improve housing situations and reduce mental health issues experienced by women affected by intimate partner violence and domestic violence while also providing stability for children.

Mission Services of Hamilton delivers the SAH-H program and researchers from MAP Centre for Urban Health Solutions in Toronto are completing an implementation evaluation. More details on the program and evaluation can be found of the program website: https://safeathomehamilton.ca/

We are looking for an experienced independent consultant to join our team to lead sustainability efforts in order to secure the long-term future of this program and increase buy-in and its visibility among policy makers and politicians. This contract is for one-year at part-time position. This position is remote, but travel for in-person meetings to Hamilton and Toronto will be required from time to time. Reporting on the progress of deliverables for this work will be made to the program Implementation Support Team (IST) during bi-weekly meetings (every other week).

Salary for this part-time role is $60, 000 (expected hours is between 2-3 days per week). The salary for this project are tied to deliverables (see details below).

Expectations for Role

  • In consultation with the SAH-H implementation support team (Mission Services of Hamilton and MAP), develop a sustainability work and action plan for the program through a gender transformative lens.
  • On behalf of SAH-H, establish and maintain strong, collaborative relationships with politicians, staff, government officials, industry and partner organizations to raise the visibility and status and build short and long-term sustainability.
  • Engaging the SAH-H Steering Committee and other partners involved in sustainability action.
  • Monitor and analyze legislative and regulatory developments at the provincial and municipal levels and provide timely internal updates to create meaningful, inspiring, authentic, newsworthy opportunities for advocacy and program sustainability.
  • Supporting the SAH-H program and evaluation staff and leadership to find long-term, permanent funding opportunities for the program.
  • To enhance services and housing options available to women living with IPV, promote a gender transformative SAH style model across the province with policy makers.
  • Create a marketing plan for SAH-H to build visibility and advocacy.
  • Draft and share briefings, presentations and correspondence for all three levels of government audiences, and secure and attend meetings to build awareness and secure long-term implementation of the SAH-H program.
  • Create recommendations to help guide the SAH-H program and Steering Committee in actions to build sustainability.
  • Aware of all three levels of government initiatives and funding opportunities to report back to the IST.
  • Develop and implement a sustainability action plan for the Safe at Home Hamilton program. Qualifications, Knowledge and Skill
  • Bachelor’s degree in a relevant discipline such as Public Administration or Political Science. Master degree preferred. Minimum of 5 years similar work experience required.
  • Previous experience in government relations role, partner management and the development of policy material either for engagement with Government or within Government is required.
  • Knowledge of all three levels government protocol and structure, organization, key positions, and workings of Governments at a Minister's Office, departmental, and constituency level.
  • Knowledge of government and partner relations principles.
  • Knowledge of federal and provincial policy development processes and government priorities.
  • Knowledge and understanding of codes of conduct.
  • Knowledge of intimate partner violence and gender transformative programming is an asset.
  • Strong verbal and written communications skills.
  • Effective organizational skills and detail-orientation.
  • Able to work independently in a fast-paced environment, flexible, proactive, efficient and resourceful.
  • Ability to build effective relationships and influence internal and external partners.
  • Able to effectively meet public policy goals of the Safe at Home Hamilton program.
  • Required to travel to other locations, such as Parliament Hill (Ottawa), Queen's Park, City of Hamilton to attend community events and meetings as needed.
