Overview
Reporting to the Utilities Engineer, Planning and Programs (Sanitary and Stormwater), the Hydraulic Modeler will be responsible for providing support and technical excellence in hydrologic and hydraulic modeling, design review, and analysis. Currently, the City has established and calibrated sanitary and stormwater models in InfoWorks ICM with the goal in mind to ensure the effective planning of new infrastructure and rehabilitation works. The Hydraulic Modeler will operate, maintain, analyze, and update the models. The successful candidate will also contribute technical knowledge to flow monitoring programs, weather station networks, hydrogen sulfide monitoring, inflow and infiltration mitigation strategies, risk mitigation studies, master planning, Standard Operating Procedures (SOPs), and reviewing technical reports from a hydrologic and hydraulic modeling perspective.
Responsibilities
Hydraulic Modeling
- Provide technical support for hydraulic and hydrologic data visualization with integrated GIS functionality for sanitary and storm projects and develop models to determine sound solutions.
- Run, analyze, calibrate, modify, and improve sanitary and storm hydraulic models, develop solutions to meet certain design criteria, and prepare modelling documentation, technical memoranda, and design reports.
- Operate and evolve existing City-wide InfoWorks ICM models for both sanitary and storm infrastructure, using engineering knowledge to analyze the technical performance of both systems and ensure the accuracy of the systems’ infrastructure networks by identifying and addressing any information gaps and issues.
- Support in the design of stormwater and wastewater collection, treatment, and modeling systems under instruction from the Utilities Engineer, including review and input on related development reports.
Project Management
- Assist with proposal development, planning projects, and preparation of cost estimates for modeling and associated engineering works.
- Gather information and provide feedback toward project-reporting metrics to ensure an up-to-date and informed status of projects from initial stages through delivery and final archiving.
- Oversee data collection programs, including weather station networks, annual sewer flow monitoring program, hydrogen sulfide monitoring, inflow and infiltration studies, and system capacity studies for new and redevelopment applications.
Technical Review
- Provide municipal servicing and hydrologic and hydraulic assessments for operations and maintenance, transportation, land development, etc.
- Review and comment on development applications, including zone changes, to ensure sufficient capacity is available in the sanitary and stormwater networks.
- Review and analyze stormwater and wastewater management designs presented in modelling software (InfoWorks ICM, PCSWMM, XPSWMM, HEC-RAS, Visual OTTHYMO, etc.), drawings, and technical reports.
Data Analysis
- Review, analyze, and apply data from system performance monitoring programs, weather stations, reports, and field observations to define rainfall-runoff processes and calibrate and validate models.
- Support GIS data analysis by providing expertise specific to storm and sanitary sewer modeling requirements, floodplain mapping, and storm/sanitary sewer mapping.
- Collect, collate, and input data to support the development of the City’s Asset Management Plans for sanitary and stormwater infrastructure.
Other Duties
- Provide technical expertise into the City’s hydraulic modeling manual and regularly provide input on relevant processes, procedures, and documentation to coordinate information movement between different departments.
- Research and interpret legislation, technical journals, manuals, contracts, work orders, design drawings, by-laws, reports, and supplier information.
- Performs other related duties as assigned.
Requirements
- 4 year honours degree in Engineering (i.e. Civil, Environmental, Water Resources Engineering).
- Minimum 2-years of related experience in water resources and municipal engineering, including hydrology, hydraulics, stormwater management, water balance, floodplain delineation, storm and sanitary sewer design and/or pumping station design.
- Experience with GIS (Geographic Information Systems) for integration with hydrologic and hydraulic models.
- Possess knowledge of asset management principlesin municipal utilities and a thorough understanding of sustainability principles in water and wastewater management.
- Knowledgeable in climate change and urban water management, including innovative applications such as heat recovery from sanitary sewage.
- Excellent data management skills and the ability to read and interpret legislation, technical journals, manuals, contracts, work orders, design drawings, by-laws, reports, and supplier information.
- Strong design, problem-solving and analytical skills.
- Ability to demonstrate engagement in projects, lead by example, and simultaneously coordinate multiple projects.
- Hands-on, practical experience creating hydrologic and hydraulic models (for example, in InfoWorks ICM, InfoSWMM, PCSWMM, XPSWMM, HEC-RAS, Visual OTTHYMO, etc.) with in-depth knowledge of principles, physical and hydraulic processes and of best practices in model development, calibration, and verification.
- Knowledge of Green Infrastructure/LID techniques and experience in their design and application in different urban settings is an asset.
- Must have access to reliable transportation to attend off-site meetings related to the job.
- Reliable with a good attitude and employment record.
Note: All interested applicants are encouraged to apply. In the event there is no successful applicant with the stated level of education and experience, other applicants will be considered if a combination of their education and experience meets the following pre-determined equivalency:
- 3-Year Degree/Diploma with minimum 4 years’ related and relevant experience
OR
- Undergraduate degree and a Master’s degree with minimum 1 year of related and relevant experience
