Job summary

York Region (The Regional Municipality of York) is seeking an HVAC Maintenance professional to support and supervise HVAC assets across regional facilities. You will coordinate contractors, ensure compliance with technical standards, and contribute to energy management initiatives.

Role requires at least 3 years of HVAC maintenance experience, relevant certifications, and strong analytical and organizational skills. Some after-hours work and travel to off-site locations may be required.

Qualifications

  • Successful completion of a Community College Diploma in a relevant field or approved combination of education and experience.
  • Must hold a valid Gas 2 Technician Certificate and 313A Refrigerant Certificate.
  • Must hold a valid ODP (Ozone Depletion Prevention) Certificate.
  • Minimum three (3) years' experience in HVAC maintenance and repairs in Facility Management.
  • Knowledge of related acts, guidelines, regulations and the TSSA/ESA Standards, Electrical Code, Arc Flash and Building Code.
  • Knowledge of Asset Management best practices, concepts, risk management and capital project execution processes.
  • Knowledge of networking.
  • Demonstrated ability in the Region’s core competencies.
  • Computer literacy utilizing MS Office software applications.
  • Demonstrated organizational skills, analytical and problem-solving skills.
  • Satisfactory Police Criminal Background Check and PVSC.
  • Valid Ontario Class “G” driver’s license.

Responsibilities

  • Performs preventive maintenance tasks on all HVAC and mechanical assets at all facilities within the Property Services portfolio using CMMS.
  • Oversees HVAC contractors including project coordination and quality control.
  • Monitors and leads projects for new or upgrade work including certifications on substantial completion and warranties.
  • Provides support for HVAC services to the Branch.
  • Ensures Technical Standards are followed in asset creation, upgrades and modifications.
  • Collaborates to implement energy management and monitoring plans to minimize Regional consumption.
  • Participates in the development of capital contracts and design reviews for HVAC needs.
  • Assists in evaluating projects and prepares recommendations/reports.

ABOUT THE ROLE

Reporting to the Supervisor, Maintenance & Operations is responsible for providing technical and operational support for the Branch; providing project coordination, supervision of HVAC project implementation, contract administration and quality control for HVAC projects; ensuring technical standards are adhered to in new construction projects; troubleshooting, testing and repairing HVAC components and equipment; working closely with consultants, project managers, project coordinators, contractors and Regional staff to ensure operational integration with lighting and automation systems.

WHAT YOU'LL BE DOING
  • Performs preventive maintenance tasks on all HVAC and mechanical assets at all leased and owned facilities within the Property Services operating portfolio using a Computerized Maintenance Management System (CMMS).
  • Oversees HVAC contractors including project coordination, supervision of project implementation, contract administration and quality control relating to HVAC projects.
  • Monitors and provides project leadership for all new or upgrade work; participates in sign offs on Substantial Performance Certificate, Total Performance Certificate, end of warranty period and Completions certificates.
  • Provides support for HVAC services to the Branch.
  • Ensures Technical Standards are adhered to in all new asset creation, upgrades and modifications.
  • Works with Branch Operations staff to implement energy management and monitoring plan to minimize Regional consumption for all facilities within the Property Services operating portfolio.
  • Takes active role, in collaboration with Branch staff, ITS, Property Services, contractors and vendors, in the development of new and upgraded Branch capital contracts and design review to ensure Branch needs are met with respect to HVAC; works closely with Branch staff and ITS to ensure operational requirements are incorporated.
  • Participates in the selection and retention of external consultants for internal projects and determines specific technical requirements.
  • Reviews and provides advice on HVAC drawings with contractors and consultants prior to installs/repairs being completed and takes a key role in the commissioning of new assets, major upgrades or modifications ensuring that all necessary HVAC asset management needs (asset data, commissioning data, maintenance data, etc.) are acceptable.
  • Provides information to, and coordinates/works with contractors and consultants on major rebuilds, repairs, and equipment installation.
  • Documents preparation of repairs of HVAC systems.
  • Prepares specifications required for purchasing materials and parts, including the preparation of RFQs, RFTs and Tenders for consultants and vendors for HVAC systems installations and repairs, reviewing drawings and specifications.
  • Participate in evaluation of the projects providing recommendations and reports.
WHAT WE'RE LOOKING FOR

  • Must hold a valid certificate of qualifications for a TSSA (Technical Standards and Safety Authority) Gas 2 Technician Certificate and 313A Refrigerant Certificate.

  • Minimum three (3) years' experience in HVAC maintenance and repairs in Facility Management Field/maintenance and troubleshooting of HVAC Systems, HVAC equipment, including experience in HVAC equipment maintenance procedures.
  • Knowledge of related acts, guidelines, regulations and legislation and the TSSA/ESA Standards, Electrical Code, Arc Flash and Building Code.
  • Knowledge of Asset Management best practices, concepts, risk management and capital project execution business processes.
  • Knowledge of and demonstrated ability in networking.
  • Demonstrated ability in the Region’s core competencies.
  • Computer literacy utilizing MS Office software applications.
  • Demonstrated organizational skills, analytical and problem-solving skills to resolve complex issues.
  • Satisfactory Police Criminal Background Check.
  • Satisfactory Police Vulnerable Sector Checks (PVSC)
  • Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act.
  • Ability to work outside regular business hours and availability and ability to perform standby duties as required in accordance with Branch policy and to respond to emergency situations.
