Job description

Founded in 2002, the Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada’s intermediate- and high-level radioactive waste, in a manner that protects people and the environment for generations to come.

The NWMO has been guided for more than 20 years by a dedicated team of world-class scientists, engineers and Indigenous Knowledge Holders who are developing innovative and collaborative solutions for nuclear waste management. In 2024, the NWMO selected Wabigoon Lake Ojibway Nation and the Township of Ignace as the potential hosts for the site for our deep geological repository for used nuclear fuel.

This decision means our office and staff will, in the future, be relocating to Ignace, ON, and the deep geological repository will be situated in the area of Wabigoon Lake Ojibway Nation and the Township of Ignace. Infrastructure planning and development is underway to support this transition and ensure that both the community and our employees are well-served and supported now and, in the future.

HUMAN RESOURCES MANAGER (Unionized Environment)

Temporary Fulltime – One (1) Position Available – 16-month contract

Position Location: Toronto Head Office – 22 St. Clair Avenue East

OR Ignace, Ontario – 304 Main Street

Job Summary

We are currently seeking an experienced Human Resources Manager to join our dynamic Human Resources team. Reporting to the Director, Human Resources & Labour Relations, the Manager will support Human Resources strategies and programs that drive people strategies that align with NWMO’s vision, mission, and values.

The HR Manager is a key strategic business partner to internal clients across the organization providing HR support in labour and employee relations, performance management, recruitment, employee engagement and compensation/benefit.

The ideal candidate will have a background working in unionized environment and have demonstrated experience as an HR Business Partner.

Responsibilities
  • Provide support and guidance to managers and staff of all levels on employment matters such as conflict resolution, workplace investigation, performance management and organizational change.
  • Provide expertise, support, and guidance in the day-to-day operations and planning for inclusion, diversity, equity and accessibility (IDEA) initiatives, which include designing, developing, and implementing strategies to improve the IDEA mandate across NWMO.
  • Ensure all HR practices are consistent with and reviewed regularly against Employment Equity initiatives and regulatory requirements. Oversee/complete annual reporting/submission process.
  • Support job creation including conducting job evaluation for new and revised roles using the existing Job Evaluation methodology.
  • Work in collaboration with Talent Acquisition to assist in recruitment processes where required to meet NWMO’s union requirements and standards.
  • Responsible for the onboarding of new hires and maintaining education and qualification verification documents.
  • Working with the Occupational Health nurse, provide support attendance and disability management including workplace accommodations.
  • Participate in the adoption of digital tools and strategies. Analyze HR data to identify trends and make data-driven decisions. Draw insights from data to improve processes, employee engagement, and policy alignment.
  • Promote a Safety Culture by ensuring policies and procedures are developed, implemented effectively, and adhered to by all staff, contractors, and visitors of the NWMO and encourage timely reporting, hazard / risk assessment and follow up actions, necessary to always ensure a safe work environment.
  • Provide guidance and assistance to managers and employees on collective agreement matters, including grievances and disciplinary investigations.
  • Contribute to decisions related to organizational design and development by ensuring organizational units are structured effectively to execute their work and are compliant with collective agreement requirements.
  • Ensure policies and procedures related to training and development are in place and that training and development requirements, deemed necessary to demonstrate individual competence in specific roles, are recorded and maintained in accordance with required industry standards (i.e., ISO, CNSC, CSAO).
  • Promote organizational health and wellness by developing and maintaining a variety of holistic programs designed to optimize healthy living and work productivity.
  • Perform other related duties as required.
Qualifications and Experience
  • Bachelor’s degree in human resources, Labour Relations, and/or a related field of study.
  • CHRP designation required.
  • Minimum 8-10 years progressive human resources experience with a minimum of 5 years in a unionized environment. Public sectors experience an asset.
  • Knowledge of Federal and Provincial Employment Legislation.
  • Generalist HR experience, providing a full range of services including employee and labour relations, recruitment, training and development, compensation and benefits and health and safety with emphasis on implementing and monitoring IDEA initiatives, employment and pay equity.
  • Outstanding communication and interpersonal skills.
  • Excellent planning and organizational skills.

Other Information

Must be eligible to work in Canada and must be able to meet security clearance requirements.

Candidates residing in the Greater Toronto Area: Temporary Work Location – 22 St. Clair Avenue East until their role is required at site.

NWMO currently operates in a hybrid work model of 3 days in the office (Tuesdays being universal).
