ORGANIZATIONAL PROFILE

The Shuswap Nation Tribal Council (SNTC) was established in 1980 as a collective effort of Secwepemc Chiefs to advocate for Aboriginal rights and advance Nation-building initiatives. Today, SNTC continues to work towards the recognition, protection, and promotion of Secwepemc identity, language, culture, governance, and self-determination.

THE OPPORTUNITY

SNTC is seeking a Human Resources Manager to lead and enhance the organization’s human resources strategy, operations, and vision. Reporting to the Tribal Director, the HR Manager will serve as the face of HR—building trusting relationships with staff, driving engagement and performance, and fostering a workplace culture rooted in collaboration, learning, and respect for Indigenous ways of being.

This role will implement the HR roadmap, including employee relations, workplace investigations, recruitment, succession planning, workforce development, compensation, HRIS implementation, and the creation of a cohesive HR vision that supports the goals of the organization.

KEY RESPONSIBILITIES

HR Leadership & Strategy

  • Develop a long-term HR vision aligned with SNTC’s mission, values, and strategic priorities.
  • Implement the HR roadmap focused on employee engagement, workforce planning, succession planning, and performance development.
  • Standardize HR processes, templates, and documentation across the organization.
  • Oversee implementation and management of an HRIS system to improve efficiency and reporting.

Employee relations & Culture

  • Foster a culture of trust, open communication, and collaboration through an open-door policy and consistent HR presence.
  • Be the face of HR—building strong relationships with staff across departments and supporting a positive and inclusive work environment.
  • Lead workplace investigations and resolve conflicts professionally and empathetically.
  • Support the creation of a culturally safe and supportive workplace that respects Secwepemc values.

Recruitment & Onboarding

  • Drive full-cycle recruitment processes, working closely with hiring managers to attract, hire, and retain top talent.
  • Lead a meaningful onboarding process that integrates new hires into the values, goals, and culture of SNTC.

Training & Development

  • Organize and lead monthly staff meetings that provide value and professional development opportunities.
  • Develop and deliver a monthly HR training module.
  • Support employee learning plans, coaching, and career development pathways.

Performance & Workforce Planning

  • Design and implement an annual performance review process, including performance improvement plans as needed.
  • Lead workforce planning initiatives to align talent needs with organizational growth and sustainability.
  • Provide guidance to managers on performance feedback, goal setting, and employee growth.

Compensation & Benefits

  • Review and update offer letters and compensation strategies as needed to ensure equity and alignment with market standards.
  • Support compensation adjustments and benefits enhancements in collaboration with finance and leadership.

QUALIFICATIONS & EXPERIENCE

Education & Training:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • CHRP or CPHR designation preferred.

Skills & Experience:

  • 5+ years of of progressive HR experience, ideally including HR leadership roles.
  • Strong understanding of employment law and HR best practices.
  • Proven ability to lead HR initiatives across employee relations, recruitment, training, and organizational development.
  • Experience implementing and managing HRIS systems.
  • Excellent communication and conflict resolution skills.
  • Ability to handle confidential information with a high degree of integrity.
  • Open-minded and committed to understanding Indigenous ways of being; experience working with Indigenous communities is an asset.

TOTAL REWARDS & TRAVEL

  • Salary: $82,000 – $100,000, based on skill set and experience
  • Extended benefits: health, dental, and vision
  • Paid time off
  • Company RRSP
  • Based at the Shuswap Nation Tribal Council Office with frequent travel to communities.
