Job description

Reporting to the President of Northwestel, this position leads the development and maintenance of a comprehensive long-term Human Resources strategy aligned with the overall strategic plan of the Company to ensure employees, and the company culture are Northwestel’s primary competitive advantage. As a business partner to management across all business units, the primary focus of this role is implementing value-added initiatives that strengthen the Company’s ability to acquire talent and compete in the telecommunications industry in the North.

The Director, Human Resources has overall accountability for training and development, employee and labour relations, recruitment, retention, performance management, succession planning, pension administration, compensation, and benefits. The incumbent will also act as the point of contact for all escalated Human Resources issues.

This position has the following direct reports:

  • Senior Manager, Employee & Labour Relations
  • Senior Manager, Organizational Effectiveness
  • Human Resources Generalist

Key Accountabilities

  • Develop, implement, and lead a long-term strategic Human Resources and strategy in support of the overall Company business plan and corporate goals.
  • Provides counsel and guidance to the executive leadership of the organization on organizational effectiveness, employee development and HR best practices.
  • Provides direct mentorship, guidance, and leadership to a team of Human Resource professionals that specialize in the areas of Employee & Labour Relations, Training & Development, Recruitment, Compensation, Benefits, Performance Management, Disability Management, as well as legislative requirements.
  • Responsible for maintaining all associated expense budgets for Human Resources.
  • Foster positive relations with the Union that will generate active cooperation between all parties towards the success of the Company. Ensure that labour relations issues (grievances, arbitrations, labour board actions), are handled appropriately and the negotiation of the collective agreement is well prepared and conducted in good faith.
  • Ensures that all applicable federal reporting with respect to Human Resources is delivered accurately and on time.
  • Develop and monitor appropriate key performance indicators and benchmark with best performance practices where applicable.
  • Apply and support best practices in developing high-performance teams throughout the Company.
  • Use feedback and statistics from the annual employee survey to develop strategies to improve employee productivity, retention, and satisfaction.
  • Ensure effective compensation, benefits, rewards, and performance management systems align with corporate objectives and HR Strategy.
  • Participate fully in our organizational health and safety programs, adhering to all safe work practices and procedures and staying focused on continuous improvement. In addition, ensuring all Accident Prevention Program (APP’s) training, all Code of Business Conduct (CoBC) training, and all other Occupational Health and Safety (OHS) training courses are completed on time.
  • Timely completion of all administrative tasks including, but not limited to time reporting, expense reporting and submission of corporate card statements, as applicable.

Knowledge And Skills Required

  • Bachelor’s degree in human resource management with a minimum of ten (10) years’ experience diversified across Human Resources and a minimum of five (5) years of people leadership experience.
  • CHRP designation.
  • Experience in negotiating and administering collective agreements, preferably in a highly technical environment.
  • Excellent leadership, communication (oral and written), negotiation, presentation, analytical and interpersonal skills.
  • Expertise in process analysis, strategic planning, and change management.
  • Strong business acumen.
  • Committed to ongoing learning, growth and development of self and others.
  • Knowledge of the telecommunications industry would be considered an asset.
  • Knowledge of the elements of a health & safety program will be considered an asset.
