Job Summary:
The Human Resources (HR) Director leads the development and implementation of Human Resources practices, processes and initiatives that align with our corporate values and the overall business strategy of the organization. They provide decision support services in the areas of job design, recruitment, employee/labour relations, performance management and talent acquisition. Promoting our corporate values and shaping a positive culture are vital aspects of this role. The HR Director participates as a management team member to ensure the establishment and maintenance of a work environment conducive to staff/team safety and development and a care environment conducive to patient/resident comfort, safety and wellbeing.
Responsibilities:
- Coordinates the work of the department to meet the strategic and operational goals of the organization. Participates in strategic planning, prepares effective Human Resources practices and advises on short- and long-range operational goals to ensure that present and futures needs of the organization are met.
- Identifies resources available to assist in completing department work and projects in a timely and efficient manner. Selects, deploys, mentors and manages department staff.
- Oversees occupational health activities or the organization including occupational (WSIB) and non-occupational case management, injury reporting, employee attendance, and general leave management.
- Oversees external recruiting functions, job postings, employee onboarding activities, and employee records management. Supports the hiring process through the development of employment ads, job descriptions, and interview tools. Ensures that electronic personnel files are complete, secure and updated as required.
- Participates in contract negotiations and implementation, grievance processes, union liaison, and monthly labour/management meetings. Liaises with consultants and the Ministry of Labour as required. Advises managers and staff on contract application and interpretation issues. Fosters positive working relationships with union leaders and develops effective communication strategies to ensure that issues are dealt with in a timely manner.
- Oversees the management and application of scheduling processes to ensure compliance with collective agreements.
- Administers contracts for external services such as third-party disability management services, WSIB consulting and contract negotiations.
- Provides guidance to the leadership team regarding the Human Rights Code, the Employment Standards Act, the Fixing Long Term Care Act and Regulations (as applicable), the Ministry of Labour, the Ministry of Health and Ministry of Long-Term Care guidelines and organizational standards for personnel records, documentation, reporting and record retention.
- Develops, implements and revises department policies and procedures.
- Maintains a working knowledge of current/best practices, incorporates them into practice processes, and disseminates them to peers and staff.
- Provides advice, decision support and contact interpretation services to department managers and assists in implementing staffing plans, performance/attendance management strategies, policy development, and collective agreement compliance.
- Ensures that all aspects of the Human Resources Department support the clinical activities required to provide high quality patient/resident care.
- Participates in and leads internal standing and ad-hoc committees and ensures staff representation as appropriate.
- Supports the development of other staff and formal learners.
- Participates in the identification of process and performance improvement opportunities and assists in performance improvement activities.
- Performs other related duties incidental to the work described herein.
Qualifications:
- Certified Human Resources Leader (CHRL) designation in good standing with the Human Resources Professionals Association.
- Bachelor degree in Human Resources Management, Business Administration or related field, plus the additional required Human Resources courses for CHRL designation
- At least 5 years of experience in the Human Resources field with demonstrated hands-on experience in occupational health, leave management, employment law, HRIS, and leadership development
- At least 5 years of Human Resources practice in a unionized environment, with experience in labour relations, contract negotiations, grievance resolution, arbitration processes and contract interpretation
- Advanced knowledge of the Employment Standards Act, the Human Rights Code, and related employment legislation is essential
- Experience in strategic planning and organizational development is an asset
- Excellent communications, negotiating, problem-solving and mentorship skills
