Elk Island Public Schools (EIPS) is one of the largest school divisions in Alberta, serving the educational needs of approximately 17,950 students in 43 schools. EIPS is recruiting a full-time term certain Human Resources Business Partner with our Human Resources department.

Human Resources is located at the EIPS Central Administration building in Sherwood Park, at 683 Wye Road. Providing services for the division, Central administration is comprised of eight departments, in addition to the Board of Trustees. The departments include Education Executive, Communication Services, Facility Services, Student Transportation, Human Resources, Financial Services, Supports for Students, and Information Technologies.

FUNCTION AND PURPOSE

The Human Resources (HR) Business Partner acts as the first point of contact for current EIPS employees. Reporting to a Director of HR, the HR Business Partner provides accurate and relevant information and advice to all levels of leadership regarding EIPS’ policies, procedures, the Collective Agreement, and personnel matters including performance management. The HR Business maintains employee life cycle events in HRMS, conducts workplace investigations, updates policies and procedures, provides input on staffing decisions, supports learning and development, and supports the disability and leave process for employees.

Employee Relations

  • Advises EIPS leadership, school administrators, and employees on the interpretation of personnel policies and procedures; compensation and benefits programs; and Collective Agreement and Classified Handbook.
  • Advises supervisors regarding staffing, while ensuring compliance with EIPS administrative procedures, Collective Agreement, Terms of Employment, employment legislation and accepted HR best practices.
  • Advises employees on staffing processes as well as terms and conditions of employment with EIPS.
  • Reviews and initiates action to resolve employee concerns and escalates as appropriate.
  • Supports the progressive discipline processes for classified staff up to and including termination as appropriate, in consultation with EIPS leadership.
  • Provides advice on all areas of employee relations.
  • Conducts workplace investigations and provides recommendations to the Associate Superintendent of HR or designate.
  • In collaboration with the HR Director and the Health Recovery Advisor, supports the facilitation of employee disability leaves, workers compensation board claims, short-term and long-term disability claims, return to work planning, modified duties, and replacement staffing.

Organizational Design

  • Participates in special projects and provides project oversight from design through implementation as required by the HR team and as assigned by the Director of HR and/or the Associate Superintendent of HR.
  • Facilitates the job evaluation and job appeal processes according to established guidelines.
  • Coordinates with ERP Business Analyst to collate, review and analyze data, and prepare reports in support of HR policies and practices to drive and support HR strategic goals and operational plans.
  • Drive continuous improvement initiatives in key human resources areas such as retention, employee engagement, and strengthening of the front-line supervision and HR process.
  • Administers human resources best practices and legal requirements and forecasts HR trends to proactively find solutions and strategies in support of the HR goals and priorities.

Training and Development

  • Partner with HR Director on key programs such as Leadership Development, new employee onboarding and employee certification.
  • Partners with the HR team and supervisory staff to create and maintain HR programs and training initiatives that promote the desired organizational culture for EIPS.
  • Ensure employees are meeting mandatory education and training requirements.
  • Track employee training and staff development.

Education

EDUCATION AND EXPERIENCE

  • Degree in Human Resources or equivalent.
  • Chartered Professional in Human Resources (CPHR) designation or working towards designation preferred.
  • An equivalent combination of education and experience may be considered.

Experience

  • Three to five years of progressive experience in the HR field.
  • Extensive experience with HRIS technologies.
  • Experience implementing HR-related projects would be considered an asset.
  • HR experience in an education setting is considered an asset.

Knowledge, Skills And Attitudes

  • Extensive knowledge of HRIS technologies.
  • Strong analytical, organization, prioritization and time management.
  • Good oral and written communication skills.
  • Excellent interpersonal skills, and ability to work well as a team player.
  • Good organizational and time management skills.
  • Ability to remain current with contemporary and emerging technologies used by the division.
  • Ability to apply rational and creative responses for problem-solving.
