Pay Grade The salary for this position is based on administrative pay grade 8 (Minimum $74,168, Control Point $98,891, Maximum $108,780) plus benefits package. Salary will be determined commensurate with experience.

Position Summary

People are at the heart of North Island College’s success, and the Human Resources Department plays a pivotal role in supporting this success and the goals of our strategic plans. This is achieved through the planning, development, implementation, and management of a broad range of human resource services.

Reporting to the Manager, Human Resources and Employee Services, the HR Advisor Systems and Employee Services is responsible for the effective operation and management of all of Human Resources Information Systems ( HRIS ), Employee Self Service and Service Desk including overseeing HR data input, system administration, and the accurate creation of employee appointments and onboarding documentation. This position also supervises HR support staff and provides first-line support for HRIS -related issues.

In collaboration with Finance, Payroll, and IT Application Services, the HR Advisor will work to optimize all HR Systems functionality and ensure alignment with College policies and collective agreements, all while identifying opportunities for process improvements. This role is key to ensuring the accuracy of employee records, data integrity, and the successful execution of HR processes.

Duties & Responsibilities

1.0 HUMAN RESOURCES ADMINISTRATIVE & TECHNICAL OPERATIONS

HR ADMINISTRATIVE OPERATIONS
1.1 Oversee the functioning of HR Systems and manage the input and updating of employee data, ensuring accuracy and completeness.

1.2 Supervise HR support staff, ensuring proper task prioritization, efficiency, and accuracy in processing HR transactional tasks such as appointments, contract changes, leaves, and terminations.

1.3 Ensure that onboarding documentation and employee records are created accurately and in a timely manner.

1.4 Serve as a first-line contact for HR Systems related issues, providing troubleshooting and guidance on system processes to HR team members and employees.

1.5 Oversee the documentation required for new employee onboarding, ensuring all required information is accessible to both new hires and supervisors.

1.6 Conduct system-related orientations for new employees, ensuring understanding of HRIS processes and tools.

1.7 Ensure accurate and timely communication of employee data and changes to Payroll, Budget, and other relevant departments.

1.8 Represent the College in the Human Resources and Payroll Users Group for the Colleague integrated management information system.

1.9 Ensure compliance with Ministry of Justice guidelines for Criminal Records Check administration.

1.10 Provide HRIS technical consultation and deliver training to HR team members and other College staff as required.

1.11 Develop and implement position management processes to align with Collective Agreements, College policies, and procedures.

HR TECHNICAL OPERATIONS
1.12 Conduct audits of HRIS data to monitor integrity and compliance, implementing corrective actions as required.

1.13 Develop and generate HR reports, metrics, and analytics to support HR business operations and strategic planning.

1.14 Prepare and verify annual data submissions for internal and external reporting requirements, including HRDB to PSEA and other regulatory bodies.

1.15 Perform mass data updates and implement procedures to ensure data integrity across the HR Systems platforms.

1.16 Oversees, implements and monitors workflow through information technology with interdepartmental focus.

1.17 Identifies projects leading to the improvement of HR Systems across the College. Project coordination will include communicating with partners, drafting and adhering to timelines, research, collaboration and providing evidence-based recommendations.

1.18 Troubleshoots HR Systems related issues. This process may include developing RFP documents, testing and assessing software releases and ensuring that the Human Resources related systems are function with accuracy.

2.0 MANAGEMENT OF HUMAN RESOURCES AND EMPLOYEE RELATIONS
2.1 Serve as an ambassador for NIC’s commitment to diversity, equity, and inclusion, fostering an environment where all members are valued and respected.

2.2 Promote a work environment that encourages teamwork, transparency, and respect for all individuals in line with the College’s values.

2.3 Supervise HR support staff, collaborating with the Manager to ensure the team is well-equipped to meet departmental needs.

2.4 Participate in the recruitment and selection of HR support staff, including developing selection criteria and assisting with interviews.

2.5 Conduct regular performance evaluations for HR support staff, ensuring that evaluations are conducted in a timely and constructive manner.

2.6 Encourage a collaborative and supportive team environment that promotes professional development and high performance.

2.7 Ensure adherence to College policies, collective agreements, and relevant legislation in all HR operations.

3.0 EMPLOYEE SERVICES
3.1 In collaboration with the Manager, support HR operations in the consistent application of College policies, collective agreements, and government regulations, including support in bargaining, grievance and investigation processes.

3.2 Assist with the development and implementation of HR strategies and programs that align with the College’s strategic goals and objectives.

3.3 Build and maintain effective working relationships with employees, union representatives, and external agencies.

3.4 Provides support and participates in College Committees as an Employer Representative as assigned.

Required Education & Experience

  • A diploma or degree in Human Resources, Business Analytics, or Computer Science.
  • A minimum of five years of related experience in a unionized Human Resources or Payroll environment, preferably in public sector post-secondary education or a multi-union public sector employer. This experience includes comprehensive knowledge of HRIS database systems, data management, integrity, reporting, and security principles.
  • Experience with Ellucian Colleague or similar relational database platforms is highly preferred.
  • CHRP designation is an asset
Required Knowledge Skills & Abilities
  • Strong knowledge of HR functions including payroll, benefits, position management, and leave entitlements within a unionized setting.
  • Proven experience managing HR operations and system administration in a unionized environment.
  • Strong leadership and supervisory skills, with the ability to guide and mentor HR support staff.
  • Advanced proficiency in Microsoft Office Suite, HRIS , and other complex databases.
  • Ability to configure, test, implement, document, and maintain HRIS systems.
  • Demonstrated ability to analyze data, create reports, and generate strategic insights from HRIS data.
  • Strong technical, mathematical, analytic, problem-solving and logical reasoning skills.
  • Excellent communication skills with the ability to train and support users at all levels of the organization.
  • Ability to manage multiple tasks and projects effectively in a fast-paced, dynamic environment.
  • High attention to detail and accuracy, particularly in the maintenance of HRIS records and employee data.
  • Ability to develop and write effective technical and user documentation and procedures.
  • Demonstrated ability to exercise good judgement, operate with a high degree of confidentiality and make decisions in accordance with established policies, practices and standards.
  • Proven ability to work and communicate effectively and diplomatically with a wide range of individuals at all organizational levels.
