HUMAN RESOURCES ADVISOR - ORGANIZATIONAL DEVELOPMENT SPECIALIST

The Human Resources (HR) Advisor, Organizational Development Specialist, is a foundational role within the Organizational Development & Effectiveness function of the HR Department. Reporting to the Manager, Organizational Development & Effectiveness, the HR Advisor plays a key role in supporting the design and implementation of talent development initiatives across the organization. With a strong operational focus, this role provides support in developing and maintaining learning materials, coordinating training and development activities, and creating engaging instructional content. The HR Advisor will be a key contributor in building the organizational infrastructure for employee development, recognition, and performance enablement.

MAJOR RESPONSIBILITIES

Program Development & Instructional Design

  • Apply instructional design principles to create engaging, accessible, and inclusive training materials for in-person, virtual, and blended learning formats.
  • Assist in the design of evaluation tools to assess the effectiveness and impact of learning programs and Organizational Development (OD) interventions.
  • Coordinate and support the logistical delivery of training and learning initiatives, including registration, scheduling, communications, and technology setup.
  • Deliver and facilitate learning sessions and presentations to internal audiences; provide support to leaders delivering content.
  • Maintain an organized inventory of OD resources, templates, and training materials.

Talent & Culture Support

  • Collaborate with the Manager, OD to design and develop talent strategies, toolkits, and resources aligned with the agency’s talent development priorities.
  • Support recognition programs, leadership development activities, and engagement initiatives.
  • Provide technical and administrative support to performance management, engagement, and development planning processes.
  • Track learning and development metrics and prepare regular reports and dashboards to inform decision-making.

Other Responsibilities

  • Provides guidance and advice to management and employees on human resources related matters in accordance with applicable legislations as well as internal policies, processes, and procedures.
  • Completes special projects by clarifying project objectives; setting timetables and schedules; conducting research; developing and organizing information.
  • Supports the Chief Human Resources Officer and other members of the Human Resources Departments as needed.
  • Works in a safe manner in accordance with the Society’s health and safety policies and procedures and all relevant legislation.
  • Acts in accordance with and incorporates Society's Code of Ethics, Confidentiality, Anti-Oppression / Anti-Racism, Harassment & Discrimination policies, etc.
  • Uses sound judgment in consideration of financial resources.
  • Complies with Society’s financial policies and procedures.
  • Other duties as required.

QUALIFICATIONS

Education and Experience

  • A completed undergraduate degree in Organizational Behaviour, Organizational Psychology, Leadership, Human Resources or a related field plus 5 years’ progressive experience in Human Resources; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  • Two years of experience in Organizational Development or Project Management required; experience in Change Management an asset
  • Experience developing learning content and materials (e.g., e-learning, slide decks, facilitator guides).
  • Possess or currently working towards CHRP designation.

Knowledge and Skills

  • Demonstrated proficiency in instructional design and adult learning principles.
  • Strong presentation and facilitation skills with comfort engaging large and diverse groups.
  • Highly organized, detail-oriented, and able to manage multiple priorities.
  • Tech-savvy with strong proficiency in Microsoft Office Suite and content design tools (e.g., Canva, Articulate, Adobe).
  • Coachable, self-motivated, and committed to continuous learning and professional growth.
  • Collaborative mindset with a strong service orientation and interpersonal sensitivity.
  • Ability to contribute to OD projects and strategic HR initiatives, provide insights through an instructional lens, and bring fresh thinking rooted in emerging trends in instructional design, adult learning, and talent development.
  • Demonstrated creativity, flexibility, initiative, sound judgement, and problem-solving skills.
  • Ability to work effectively both independently and within a team environment.
  • Proven ability to prioritize tasks, multi-task in a fast-paced environment and meet deadlines.
  • Demonstrated ability to maintain professional behaviour in challenging situations and ability to maintain strict standards of confidentiality.
  • Ability to build strong rapports with clients groups, stakeholders, partners
  • Demonstrated proactive and effective client service orientation.
  • Awareness of and sensitivity to issues of equity and diversity.
  • Excellent communication skills with strong writing ability.
  • Proven ability to enhance department and Agency reputation by accepting ownership for accomplishing new and different requests and exploring opportunities to add value to job accomplishments.
  • Ability to effectively train others on processes and procedures.

Assets

  • Proficiency in French and / or a second language
  • Posses or currently working towards Certified Training and Development Professional (CTDP) designation
  • Organizational Development experience working in a unionized and / or public sector environment
