Salary range for the position is $67,861 to $97,550. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you create an impact:

The Human Resources Advisor (HRA), under the guidance and/or collaboration of the HR Business Partner (HRBP) and direction of the Manager, HR Operations, provides Human Resources (HR) advice and guidance to managers on operational Human Resource matters including but not limited to general Collective Agreement and policy issues, performance management, investigations, rotation changes, and workplace health and safety issues.

The HRA participates in HR special assignments, projects and events that have site, portfolio and health authority wide applications. The HRA works collaboratively with the other HR Departments for program direction, professional guidance, and expertise.

The HRA utilizes general knowledge of the full scope of business of HR within IH and the Operations Manager’s business in order to provide support to the HRBP and manager from a systemic and situational response perspective to address operational HR matters.

In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to your manager or supervisor immediately.

What will you work on:

• Supports managers/supervisors with their human resource obligations. Advises managers/supervisors on range of employee relations related day to day operational matters such as performance improvement plans, disciplinary issues of a general nature general, WSBC incident investigation/response, Attendance Promotion Meetings, collective agreement and HR policy interpretation and application. Develops and maintains effective working relationships with local and district union representatives.
• Supports Managers with grievance handling and other general employee relations issues by:
o Strategizing employer position
o Guiding meeting preparation and facilitating meetings
o Corresponding with local union representatives
o Negotiating resolves to local issues
o Preparing documentation as required
• Provides advice and support to managers for department/staff rotation changes. Coordinates with and provides direction to the HR Assistant in the implementation of departmental rotation changes e.g. facilitating line selection and job fair processes, job shares.
• Supports HRBPs and managers in conducting straight forward investigations e.g. employee conduct according to accepted guidelines; based on findings, supports managers in implementing day-to-day mitigation strategies; consults with HRBP and other appropriate HR team members when specific expertise is required.
• Supports the employee return to work and employment accommodation process, working collaboratively with Employee Health & Wellness, Union representatives, managers, and employees, referring complex return to work and employment accommodation files to HRBPs.
• Maintains records, tracks and reports on HR metrics and produces related reports.
• Liaises and collaborates with other HR functional departments including Workforce Strategy, Non-Contract Compensation and Work Design & Classification, Workplace Health and Safety, Recruitment, Organizational Development & Learning & Development, Staffing Services to identify, refer or diagnose issues that may require further attention or intervention.
• Provides advice and guidance to managers regarding the interpretation of various collective agreements, legislation and policies to ensure consistent application.
• Participates in contingency plans as required for legal/illegal work stoppages and conducts essential service planning for assigned departments.
• Identifies management education needs. Facilitates, coordinates, and/or conducts related training and education sessions, as appropriate.
• In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to the manager or supervisor immediately.
• Performs other related duties as required.

Qualfications
Education, Training and Experience

• A level of education, training and experience equivalent to a university degree in Human Resources.
• Three (3) years of recent related experience, preferably in a complex unionized environment, with working knowledge of standard human resource policies and practices and related employment legislation.
• Professional CPHR designation is considered an asset.
• Or an equivalent combination of education, training, and experience.
