Venor is proud to partner with Harbour Construction Company Limited on their search for a Human Resource Manager to join their growing team. Harbour Construction is an industry-leading civil infrastructure construction firm based in Dartmouth, NS. Harbour Construction provides a wide range of civil contracting services to public and private sector commercial and industrial clients. Position Summary:

The Human Resources Manager will be a key contributor, responsible for overseeing all HR functions. This role is pivotal in developing and implementing HR strategies that align with our company’s goals and values. This is an exciting chance to take what you know and build out new HR processes and procedures from the ground up with a company that champions growth from within and is driven to maintain high retention and long-term success.

Key Responsibilities:

Employee Lifecycle Management

  • Recruitment & Onboarding: Manage the end-to-end recruitment process including job posting, candidate screening, conducting interviews, background checks, and extending offers. Develop and execute a comprehensive onboarding program to ensure new hires are successfully integrated into the company.
  • Performance Management: Administer the performance review process, including goal setting, feedback sessions, and performance improvement plans.
  • Employee Development: Create and implement a program for employee development, including training, skill enhancement, and career progression pathways.
  • Compensation Review: Conduct regular compensation reviews to ensure competitive and equitable pay structures.
  • Benefits Program: Stay up to date with industry trends to recommend competitive RRSP and benefits options.
  • Payroll: Manage payroll by ensuring employees are accurately set up in the HR system to receive pay and pay stubs, while overseeing timely and precise payroll processing.

Compliance & Administration

  • Work Visas: Manage and process work visa applications for international employees, ensuring all legal and regulatory requirements are met.
  • HR Policies: Develop, update, and enforce HR policies and procedures in line with current employment laws.
  • Record Keeping: Maintain accurate and confidential employee records.

Qualifications and Skills:

Education & Experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Minimum of 5 years of progressive HR experience, preferably within the construction or in a related industry.

  • Strong knowledge of employment law and HR best practices.
  • Proven ability to work independently and manage multiple priorities.
