Job description

The Human Resources (HR) Consultant provides expertise to employees, management, and senior leadership in human resource related functions including : recruitment and selection, onboarding, performance management, employee relations, workforce planning, succession planning, the application of policies and procedures, organizational development, training, talent management, and compensation. The HR Consultant is an expert who collaborates with leadership to drive the delivery of comprehensive HR programs, policies, systems and processes. The incumbent will engage in conversations to influence and equip people leaders to lead their teams and foster a highly engaged, inspiring, and inclusive workplace. The HR Consultant drives and participates in departmental and agency-wide activities and programs that model and promote quality improvement mitigating potential risk. The HR Consultant ensures the effective delivery of human resource initiatives and makes recommendations for enhancements. The HR Consultant ensures employment legislation, policies, procedures, and agency standards are being met.

Education and Professional Certification

  • University degree in human resource management, business administration, or related field of study.
  • Chartered Professional in Human Resources (CPHR) designation is an asset.

Experience

  • Minimum four (4) years of progressive experience in human resources. Preference would be given to those with employee relations experience.

Duties and Responsibilities

Services

  • Provide and enhance human resource services including; recruitment and selection, onboarding, performance management, employee relations, training, talent management, workforce and succession planning, and compensation.
  • Collaborate with leaders to develop and implement strategies that support people and organizational needs in addition to facilitating the deployment of our agency strategic plan.
  • Provide expertise to management on human resource matters to resolve employee relations issues and make recommendations on the appropriate course of action including; corrective action, performance improvement plans, mediation, negotiation, training, and coaching.
  • Conduct thorough employment-related internal investigations, make recommendation for risk management, workplace action, proactive change strategies and ensure all documentation is complete.
  • Work in partnership with leadership to ensure effective employee management practices are integrated into daily practices.
  • Develop and update agency role descriptions and present to stakeholders for approval.
  • Assist in developing, revising, and implementing HR policies and procedures in compliance with provincial and federal laws and regulations.
  • Provide training to management in areas of expertise and facilitate work groups.
  • Participate in assigned project-related committees and provide expertise.
  • Prepare and maintain reports and database related to specific HR reports.
  • Represent the agency at career fairs and other recruiting venues.
  • Enter an update employee information in HRIS and other applicable dat
  • Develop, maintain, and update human resources documentation such as; employee relations documentation, interview guides, training materials, and change of statuses.
  • Responsible to apply CARE principles in HR practices.
  • Perform other related duties as assigned.

Leadership

  • Advise and provide guidance to all levels of management and employees in the areas of policies and procedures, recruitment and selection, compensation, performance management, employee relations, and talent management.
  • Employee advocacy including consistency in the treatment of employees, handling daily employee issues, effective employee communication, counseling, maintaining employee relationships, complaint solving processes, and best human resource practices.
  • Responsible to lead, provide direction, and offer opinions on HR issues.
  • Provide guidance and support to the HR Administrators in the recruitment and onboarding process.
  • Provide leadership and training to HR team members, new employees, practicum students, and volunteers.
  • Ensure employment legislation, policies, procedures, and agency standards are being met.
  • Role model agency values and HR best practices.

Management of Resources

  • Seek to improve processes, enhance services, and create efficiencies within the department and across the agency.
  • Plan and participate in implementation and make recommendations for improvements.
  • Participate in the implementation of HR initiatives and ensure assigned projects are delivered within proposed timeframes and budgets.

Safety

  • Maintain, promote, and reinforce safe work habits, practices, and procedures.
  • Adhere to written or verbal agency and government regulations, policies, practices, and instructions.
  • Ensure that employees fulfill their health andsafety responsibilitiesas outlined in agency policies and programs.

Additional Requirements

The incumbent is responsible for completing all mandatory training requirements for the position as per agency policy and guidelines.

Annual Salary range is $71,552.00 to $92,476.80 depending on experience.
