HSE Manager

Job Title: HSE Manager

Department: Health, Safety & Environment (HSE)

Reports To: CEO

Location: Eckville, Alberta

Employment Type: Full-Time

Position Overview

The HSE Manager is responsible for the implementation, maintenance, and continuous improvement of BTG’s Health, Safety and Environmental (HSE) Programs. The position provides leadership and support to field operations to ensure the safe, environmentally responsible, and regulatory-compliant operation of BTG assets throughout Alberta. The HSE Manager supports Operations in identifying and mitigating operational risk while fostering a strong safety culture and ensuring compliance with all applicable legislation and company standards.

Key Responsibilities

1. Training and Compliance

  • Championing a strong safety culture through a visible field presence, engaging directly with front-line workers, and fostering open communication to promote safe behaviors and continuous improvement.
  • Coordinate and deliver HSE training programs for employees, including onboarding and refreshers.
  • Maintain and update the training matrix to ensure all training requirements are met and documented in DATS.
  • Track online training compliance and provide regular status reports to Management.
  • Administer and update the HSE training database using DATS and/or other platforms.

2. Incident and Hazard Reporting

  • Ensure all incidents —including injuries, equipment damage, vehicle accidents, near misses, environmental events—are reported in DATS within 24 hours or as soon as reasonably possible.
  • Communicate and elevate any material incidents to the C-Suite promptly
  • Monitor, trend, and report Hazard IDs, Near Misses, and Opportunities; provide monthly summaries to management and executives.
  • Routine trending and reporting of leading and lagging indicators.
  • Support claims management and modified work processes in collaboration with WCB.
  • Collaborate with company regulatory and environmental personnel to support AER reporting.

3. Audit and Inspection Support

  • Conduct field, facility, and personnel audits to monitor compliance with the HSE Management System.
  • Work with operations leadership to develop and track corrective actions for audit findings.
  • Maintain a regional action item log for follow-ups and non-incident HSE items.
  • Assist with contractor evaluations and compliance tracking using ComplyWorks.

4. Documentation and Reporting

  • Maintain organized, up-to-date safety documentation, including FLHAs, meeting minutes, and emergency response plans (ERPs). Coordinate and participate in ERP exercises and emergency response, liaise with AER and emergency agencies, and lead post-emergency reviews.
  • Prepare materials and schedule monthly HSE reviews with the field leadership team.
  • Co-chair the Joint Worksite Health and Safety Committee (JHSC) and support quarterly meeting coordination and documentation.
  • Provide weekly, monthly, and quarterly HSE reports to the executive team, supported by a monthly review meeting.
  • Manage and sustain the Joint Health & Safety Committee for the BTG group of companies (see attached).

5. Program Administration

  • Oversee PPE inventory for the region, ensuring availability and cost control.
  • Coordinate and lead monthly safety meetings.
  • Ensure contractor safety management requirements are met through ComplyWorks.
  • Monitor and support the company's Be Safe working-alone check-in system to ensure that field personnel follow lone-worker protocols.

6. Policy Communication and Enforcement

  • Support the effective rollout of policy amendments and ensure employee sign-offs are in place and up to date.
  • Provide input and be proactive to ensure policies remain current and appropriate.

7. Incident Prevention and Post-Incident Reviews

  • Continuously review and enhance company incident prevention measures.
  • Support the implementation of incident learnings, including policy changes, monitoring tools, and preventative maintenance.
Qualifications
  • 10–15 years of experience in a Health & Safety role, preferably within oil and gas operations.
  • Promotes and coaches the workforce in behavior-based safety.
  • A certificate or diploma in Occupational Health & Safety, or an equivalent combination of education and experience, would be an asset.
  • Solid understanding of Alberta OH&S legislation, Workers' Compensation Board (WCB) processes, and industry best practices.
  • Proficiency in safety platforms including DATS, Muddy Boots, ComplyWorks, CMDS, and Be Safe.
  • Valid certifications/tickets required, including H2S Alive, Standard First Aid/CPR, and a valid Class 5 driver's license; NCSO or CRSP designation considered an asset.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to prioritize effectively and travel regionally as required.
Compensation & Employment Details

Job Types: Full-time, Permanent

Pay: $130,000.00–$160,000.00 per year
