Job Description

Reporting the VP & Project Director with a dotted line to the VP, HR Operations, this role is responsible for leading the development and implementation of a Human Resource Management Plan the Great Bear Project (GBR). The role will manage all aspects of HR aspects, including culture, assessing local and regional labour market (supply, demand, skills availability), labour legislation, employee relations, recruitment, onboarding, compensation and benefits practices, education system, training, performance appraisal systems and employee engagement. The role will ensure the approach is developed and implemented in line with GBR and Kinross corporate strategic business objectives.

Location: Time split between Toronto office and site for the first two years. Relocation to site upon start of Construction.

Job Responsibilities

-Develops an integrated Human Resource Management Plan the Great Bear Project (GBR) covering all aspects of culture, local and regional labour market, labour legislation, employee relations, recruitment, onboarding, compensation and benefits practices, training, performance appraisal systems and employee engagement.
-Identifies HR risks and opportunities for the project. Develops mitigation strategies and methods of leveraging opportunities.
-Establishes HR budget for the project to support the GBR CAPEX update
-Develops strategies and plans for staffing as the project advances through the stages of Detailed Engineering, Construction to Operation, including the development of an HR team
-In conjunction with the Kinross Manager, Total Rewards, outlines the total compensation strategy
-Assesses the skills required and available to execute and operate the potential facilities and mine. Reports on the potential sources of skills and the impact on recruiting and staffing the project
-Implements the GBR recruitment strategy taking into account the skills availability, cost and Indigenous and local employment commitments
-Develops an onboarding program for all new hires to include immersion in the GBR and Kinross values and culture
-Assesses employee and labour relations strategy (evolves to providing implementation plans)
-Determines the implementation plan for the Kinross performance management process.
-Researches HR related matters in the context of local, regional and national implications
-Liaises with stakeholders, building partnerships, and establishing a presence in the local communities and elsewhere as required. Develops and implements cross-cultural training.
-Works closely with Community Relations to ensure local and sustainable development opportunities are incorporated in the site’s development (as the camp expands)
-Identifies potential impacts on local communities – including recruiting from the community and the potential influx of employees relocating to the area.
-Works closely with site management to ensure company HR processes, policies, systems and practices are applied
-Participates in IBA negotiations on HR and Training aspects.
-Provides functional HR support to the GBR Team in the management of their HR issues.
-Outlines statutory obligations, ensuring Owner’s Team Leads are aware of obligations to ensure their workforce planning strategies are aligned

Education and Experience

-BA or BSc in Human Resources and / or Business
-More than 10 years of Human Resources operations/corporate work experience, with at least 2 years directly working in a large scale capital project, preferably in the mining industry
-Experience with construction projects or start ups
-Experience with remote projects or operations
-Familiar with Ontario Labour laws and regulations
-Experience in training in Ontario linked to the Indigenous people’s program an asset
