Job Description

Position Purpose:

The Territorial Health and Safety Manager role exists to oversee the day-to-day management of The Salvation Army's Territorial Health and Safety Program, ensuring a consistent, compliant, and effective approach to health and safety across diverse jurisdictions in Canada. Reporting to the Territorial Director of Health, Safety and Wellbeing, the role is responsible for supporting developing policies, standards, processes, and training programs that support legislative compliance and promote a safe and healthy work environment.

By providing expert guidance, coaching, and client service to leaders and employees, the role helps mitigate risk, strengthen organizational accountability, and foster a culture of safety. This contribution supports The Salvation Army's mission by protecting its people, ensuring regulatory compliance, and enabling safe and effective service delivery across the organization.

Key Accountabilities
  • Support the design, development, implementation, and continuous improvement of the Territorial Health and Safety Program, ensuring consistent application of policies, procedures, and standards across the organization.
  • Monitor legislative and regulatory changes across jurisdictions and lines of business, updating programs and policies to maintain compliance and minimize organizational risk.
  • Oversee the execution of portfolio initiatives, timelines, and communication plans to ensure effective, timely, and sustainable program delivery.
  • Provide subject matter expertise on health and safety matters, supporting the design of business processes, systems, and solutions that strengthen program effectiveness.
  • Establish performance measures, metrics, and reporting frameworks to assess program success, identify trends, and support data-driven decision-making.
  • Evaluate program and service effectiveness through qualitative and quantitative analysis, recommending improvements that enhance compliance, safety outcomes, and operational performance.
  • Partner with Divisional leaders and management teams to provide guidance, coaching, and support in the interpretation and application of health and safety policies and practices.
  • Develop and deliver communication, change management, education, and training initiatives, while preparing strategic recommendations and presentations for senior leadership and supporting special projects as required.
Education and Experience Qualifications
  • Completion of university degree or equivalent with health & safety or related focus
  • Has or is working towards a professional designation, such as CRSP, is an asset
  • A minimum of 7 years of prior related experience, including consulting experience.
  • Experience working as a H&S Specialist/advisor in a national/multi-provincial organization.
  • Experience in effectively launching new on-line processes integrated into H&S/HRIS systems.
  • Commitment to The Salvation Army's mission, values, and culture, with the ability to align health and safety initiatives to organizational objectives and service delivery.
  • Strong leadership and relationship-building skills, with the ability to quickly establish credibility as a trusted advisor, coach, and strategic partner.
  • Excellent communication and interpersonal skills, with the ability to convey complex information clearly and effectively to diverse audiences.
  • Proven change management capabilities, including building trust, influencing stakeholders, and facilitating alignment during organizational change and program implementation.
  • Strong analytical and problem-solving skills, with the ability to assess risks, interpret qualitative and quantitative information, and develop practical solutions.
  • Demonstrated ability to proactively identify and mitigate risks, driving continuous improvement and engaging others in achieving positive outcomes.
  • Exceptional organizational and project management skills, with experience managing multiple priorities, complex initiatives, and competing deadlines across business areas.
