The Health & Safety Manager is responsible for leading and enhancing the WCB’s safety and health program and internal safety management system, including psychological safety. Partnering with WCB’s safety leaders, including leadership, union and Workplace Safety & Health Committee members, this position facilitates continuous health and safety improvements, regulatory compliance and the development of safe work behaviors and competencies to create and sustain a safety culture that effectively identifies and takes appropriate actions to promote wellness and to prevent all forms of workplace injury and illness (physical and psychological).
Develops, implements, monitors and evaluates the corporate Safety and Health Program and ensures that the WCB fulfils its responsibilities, as defined under the Workplace Safety and Health Act, to provide a safe and healthy environment for WCB employees, customers, contracted employers, self-employed persons and the public.
Leads and champions safety-related continuous improvement initiatives.
Supports the Management Co-chair and provides training, direction and support to WCB’s Workplace Safety & Health Committee.
Develops and implements strategies and initiatives to create and maintain a strong safety culture, where all employees are actively responsible for ensuring safe work behaviors and practices.
Leads or facilitates the portion of leadership development related to safety responsibilities and competencies, including but not limited to, the ability to effectively identify, investigate and resolve safety concerns and hazards.
Leads the coordination of all workplace audits, inspections, safety incident investigations and the development of injury prevention counter measures according to risk; documents findings and makes recommendations.
Provides or procures safety & health training and leads related initiatives to enable awareness and competency development.
Conducts risk assessments, gap analysis and audits of processes and procedures to identify risks and trends and develops and recommends controls as required.
Ensures legal and policy compliance and continual improvement through the development and monitoring of metrics and reporting; ensuring corrective actions are identified and completed.
Ensures an effective system for hazards and incidents to be reported and responded to in an appropriate and timely manner.
Collects, analyzes and reports on organizational health and safety data; identifying trends and facilitating root cause investigation and the identification and implementation of corrective measures. Provides regular reporting on health and safety matters and provides advice to the Executive Management Committee (EMC).
Partners with various leaders and departments, including Communications, Human Resources, Facilities and Security, SAFE Work Manitoba and the union in shared safety related initiatives and objectives.
Liaises with the provincial Workplace Safety & Health Division regarding workplace safety and related legislation.
Works closely with the Managers responsible for Security, Facilities, Projects and Business Continuity on areas of overlap.
Keeps up-to-date on safety issues, legislation and trends.
Provide expert safety advice, guidance and assistance as required.
P erforms other related duties as assigned.
University Degree in a related field.
Minimum (5) five years of progressive experience in occupational safety and health, including the development and delivery of safety and health initiatives or programs for clients, safety and health committees, representatives and employees. Experience in a unionized setting would be an asset.
Completion of or working towards completion of the Canadian Registered Safety Professional (CRSP) Certification from the Board of Canadian Registered Safety Professionals or the Canadian Health and Safety Consultant (CHSC) Certification from the Canadian Society of Safety Engineering.
Knowledge of WCB and Workplace Safety & Health, regulations, policy and practice
Advanced knowledge of occupational safety and health theory, strategies and industry-leading trends and practices
Ability to interpret and apply provisions of The Workplace Safety & Health Act & Regulations, Canada Labour Code Part II, and the Workers Compensation Act and Policies
Knowledge of investigative procedures
Knowledge of managerial techniques and principles
Proficiency in the use of a personal computer and software in a Windows environment
Ability to maintain composure and act calmly and decisively in crisis or emergency situations
Ability to communicate effectively, both verbally and in writing
Excellent interpersonal skills with the ability to utilize tact and discretion in dealing with sensitive issues and confidential information
Well-developed analytical, problem solving, initiative and independent decision making skills
Ability to adapt to a changing environment and manage change effectively within the department
Ability to lead, manage and motivate work groups
Ability to organize and prioritize multiple work demands
Ability to work independently and in a team environment
Ability to communicate proficiently in both official languages (English & French) is an asset, but is not required
