Job summary

HDP Network Solutions Inc. in Barrie is seeking a Health & Safety Manager to lead the organization’s OH&S program across telecommunications and construction operations in Ontario.

You will drive COR certification, legislative compliance under OHSA and O. Reg 213/91, risk management, training, incident investigations, and continuous improvement to foster a strong safety culture and ensure safe, compliant work across projects.

Qualifications

• Diploma or Degree in Occupational Health & Safety, Environmental Health & Safety, Construction Management, or related field.
• Canadian Registered Safety Professional (CRSP), National Construction Safety Officer (NCSO), Certified Health & Safety Consultant (CHSC) designations are preferred.

Responsibilities

• Lead the development, implementation, and ongoing improvement of the Health and Safety Management System.
• Promote a proactive safety culture throughout all telecommunications and construction operations.
• Provide leadership and coaching to managers, supervisors, and field personnel.
• Develop annual health and safety objectives and performance indicators.
• Maintain and administer COR certification requirements and audits.
• Coordinate internal and external COR audits and action plans.
• Prepare management reports regarding compliance and audit performance.

Job description

The Health & Safety Manager is responsible for leading the organization's occupational health and safety program across telecommunications and construction operations throughout Ontario. This role oversees COR® certification requirements, legislative compliance under Ontario's Occupational Health and Safety Act (OHSA), risk management, training, incident investigations, and continuous improvement initiatives.

Compensation Range: $95,000- $110,000

Location: Barrie Office – travel is required - company vehicle provided

The Health & Safety Manager works closely with management, supervisors, workers, subcontractors, and Joint Health and Safety Committees (JHSCs) to promote a strong safety culture and ensure all work is completed safely and in compliance with applicable legislation, industry standards, and client requirements.

Responsibilities

Health & Safety Leadership

• Lead the development, implementation, and ongoing improvement of the Health and Safety Management System.
• Promote a proactive safety culture throughout all telecommunications and construction operations.
• Provide leadership, coaching, and support to managers, supervisors, and field personnel.
• Develop annual health and safety objectives and performance indicators.
• Maintain and administer COR® certification requirements.
• Coordinate internal and external COR® audits.
• Ensure audit recommendations and corrective action plans are implemented and monitored.
• Maintain audit documentation and evidence to support certification requirements.
• Prepare management reports regarding compliance and audit performance.

Legislative Compliance

• Ensure compliance with Ontario's Occupational Health and Safety Act and Construction Projects Regulation.
• Monitor legislative changes and communicate impacts to management and field staff.
• Support workplace inspections and respond to Ministry orders as required.

Training & Competency Management

• Develop and deliver safety orientation and training programs.
• Ensure workers maintain all required certifications and qualifications.

Inspections & Incident Management

• Conduct workplace audits, inspections, and safety observations.
• Investigate incidents, injuries, near misses, vehicle collisions, and property damage events.
• Complete root cause analyses and establish corrective actions.
• Track incident trends and develop preventive initiatives.

Joint Health & Safety Committee (JHSC)

• Support JHSC and Health & Safety Representative programs.
• Ensure committee meetings are conducted and documented in accordance with OHSA requirements.
• Assist with workplace inspections and recommendations.

Contractor & Client Compliance

• Review subcontractor safety documentation and qualifications.
• Ensure compliance with client-specific safety programs.
• Participate in client audits and safety meetings.
• Maintain Certificate of Insurance, WSIB, and contractor compliance documentation.

Qualifications

Education

• Diploma or Degree in Occupational Health & Safety, Environmental Health & Safety, Construction Management, or related field.

Designations Preferred

• Canadian Registered Safety Professional (CRSP)
• National Construction Safety Officer (NCSO)
• Certified Health & Safety Consultant (CHSC)

Experience

• Minimum 5 + years of Health & Safety leadership experience in telecommunications, construction, utilities, or infrastructure projects.
• Demonstrated experience managing COR® certified programs.
• Experience conducting audits, inspections, and investigations.
• Knowledge of Ontario construction safety requirements.
