SUMMARY

The Health, Safety & Environment (HSE) Specialist develops, leads, and executes health, safety, and environment programs for assigned accounts, ensuring compliance with all internal, external, and regulatory requirements. The role involves mitigating risks, improving performance, and supporting the development and deployment of HSE management systems and tools according to external standards. The specialist adopts a systemic approach to implement the HSE system and advises on regulatory matters to ensure compliance with legislation and industry standards.

KEY DUTIES & RESPONSIBILITIES

Program Management

  • Develop, execute, and govern HSE programs, promoting a strong safety culture
  • Provide guidance to team members on HSE matters, ensuring compliance with regulations
  • Collaborate with teams to ensure adequate tools and resources for safe work execution
  • Maintain HSE management system registrations (ISO 14001, CSA Z1000, OHSAS 18001, ISO 45001), conduct audits, and manage re-registration processes
  • Achieve HSE objectives and develop KPIs (LTIR, TRIR, Near Miss, etc.)
  • Assist with employee engagement initiatives and corporate HSE events
  • Manage multiple projects with tight deadlines and promote a corporate HSE culture

Program Execution

  • Manage end-to-end program activities, including vendor selection, budgeting, and reporting
  • Develop budgets and manage costs
  • Prepare procurement documents in collaboration with contract managers

Compliance Management

  • Monitor and enforce compliance with HSE requirements
  • Conduct inspections, audits, and reviews to identify risks
  • Communicate findings and implement corrective actions
  • Prepare compliance reports and investigate incidents
  • Perform root cause analysis and implement preventative measures

Communication & Training

  • Develop and deliver HSE training and communication materials
  • Liaise with authorities to maintain compliance
  • Conduct training on legislation updates and meet with senior clients

KNOWLEDGE & SKILLS

  • Degree in Safety, Industrial Hygiene, Occupational Health & Safety, or related fields; Master’s preferred
  • 3-5 years of HSE program experience
  • Knowledge of relevant regulations and management systems
  • Bilingual in French / English depending on the account
  • Strong program development, stakeholder engagement, and incident investigation skills
  • Experience in facility management operations and delivering HSE training
  • Ability to work cross-functionally and travel as needed

Licenses and / or Professional Accreditation

  • Canadian Registered Safety Professional or equivalent
  • ISO 45001 and ISO 14001 compliance auditors
  • Environmental Professional (EP), LEED GA
