Job Title: Head of Operational Risk Management

Location: Markham, Ontario

Job Type: Full-Time, Permanent

Job Summary:

Bank of China (Canada) is seeking a strategic and experienced Head of Operational Risk Management (ORM) to lead and oversee the Bank’s operational risk, fraud risk, cybersecurity, and business continuity management programs. This leadership role is critical in ensuring the design, implementation, and monitoring of the Bank’s operational risk management framework in alignment with regulatory requirements and internal policies.

Reporting to the head of department, the successful candidate will be responsible for developing sustainable risk programs, driving effective second-line oversight, and promoting a strong culture of risk awareness throughout the organization.

What You Will Do:

  • Lead the development and implementation of the Bank’s ORM framework, policies, and annual work plans.
  • Oversee the Bank’s business continuity management program and coordinate enterprise-wide risk response.
  • Supervise the information security and fraud risk management programs, ensuring compliance with internal and regulatory standards.
  • Lead the new product risk assessment and stakeholder approval process.
  • Manage quarterly ORM reporting processes, including review and consolidation of business unit submissions.
  • Prepare reports for senior management, the Board, regulators (e.g. OSFI), and the Parent Bank.
  • Monitor and maintain model risk management practices in line with OSFI Guideline E-23.
  • Manage risk and control self-assessments, key risk indicators (KRIs), and loss data tracking.
  • Provide leadership and support for ORM training across departments.
  • Stay current on industry regulations, trends, and best practices in operational risk.

What You Bring to the Table:

  1. Bachelor’s degree in Business, Finance, Risk Management, or a related field; graduate degree preferred.
  2. Minimum of 10 years’ experience in operational risk or compliance within a Schedule I or II bank in Canada, including regulatory interaction.
  3. At least 5 years of leadership/management experience in risk oversight functions.
  4. Deep understanding of ORM frameworks, risk assessment methodologies, and business continuity standards.
  5. Strong knowledge of banking products and services (retail and corporate).
  6. Exceptional analytical, communication, and leadership skills.
  7. Proven ability to work cross-functionally and influence at all organizational levels.
  8. Prior people management experience is strongly preferred.
  9. Strong project management and organizational skills, with the ability to handle multiple priorities.
