Job summary

Civic Recruitment Limited is seeking a strategic leader to oversee pre-construction delivery, asset programmes, and capital investment planning for major works within a local authority. You will shape a rolling five-year programme, ensuring value for money, regulatory compliance, and positive outcomes for residents.

Working across internal teams and external partners, you will manage procurement planning, resident engagement, budgeting, governance, and performance monitoring to deliver

Qualifications

• Significant experience in Major Works, Capital Delivery, Asset Management, or Pre-Construction environments.
• Experience delivering large-scale capital investment programmes in housing or property.
• Ability to use asset data, condition information and customer insight to inform investment decisions.
• Experience in a regulated social housing environment with knowledge of legislation and regulatory requirements.
• Experience leading or supporting procurement of major works programmes and contracts.
• Experience managing significant budgets with forecasting, monitoring and reporting.
• Experience delivering resident engagement for major works programmes.

Responsibilities

• Lead asset programmes and pre-construction function to deliver outcomes for residents.
• Develop and manage a rolling five-year Major Works Investment Programme aligned with priorities.
• Use asset data and resident feedback to inform investment decisions and MEES compliance.
• Oversee asset condition data management to ensure regulatory compliance and accurate stock information.
• Support procurement planning, budget management, and governance across capital delivery activities.
• Engage residents and stakeholders to inform and involve them in major works processes.
• Ensure effective reporting and performance monitoring across asset programmes.
