The Opportunity
The Head of Information Systems is responsible for planning, designing, developing, implementing, and supporting sustainable and secure information systems and technology services at dcbel. This role shares overall responsibility for the day-to-day management of the IST with other Heads and the CIO. The Head of IS leads the deployment, support, and evolution of dcbel's information systems and data infrastructure, continuously refining services to align with business processes, emerging technologies, and company priorities.
Main Responsibilities
- Participate in developing the long-term vision and strategic planning for the department.
- Create and execute annual plans and priorities for the Information Systems group.
- Lead the intake and successful delivery of information systems projects, establishing governance bodies such as Steering, Management, and Operational committees.
- Manage hiring and oversee the Information Systems team, deploying staff effectively to meet organizational goals.
- Coach, train, and develop employees for professional growth.
- Prepare and submit budget requests; review and approve ongoing expenses.
- Conduct performance reviews and approve annual performance plans.
- Build strong partnerships with cloud-based vendors and services.
- Design and implement technical solutions to meet business needs.
- Ensure application integrity through QA, testing, and vendor management.
- Provide solutions design and consulting support across dcbel.
- Engage project or program managers for cross-departmental initiatives as needed.
- Lead dcbel in information systems pre-acquisition and acquisition processes, including business analysis and contract negotiations.
- Stay updated on industry trends impacting dcbel’s information systems.
- Implement ERP-level applications and promote a modern data architecture with system integrations.
- Ensure integration with core applications like Microsoft 365 and Power Platform, and external partners.
- Oversee applications and database administration functions.
- Support both on-premises and cloud infrastructure platforms.
- Provide production support, including emergency on-call services for critical systems.
- Incorporate cybersecurity, data privacy, usability, and accessibility principles into all systems.
- Establish relationships with departmental leadership and external technology partners.
- Collaborate with the CIO and senior leaders on all aspects of applications lifecycle management.
Key Requirements
- University degree or equivalent experience.
- 10-12 years of progressive IT experience, with a proven track record.
- 10+ years in ITIL/ITMS approaches.
- Minimum 5 years in a leadership role managing large, distributed teams.
- Strong knowledge of software development methodologies, including Agile/Scrum.
- Experience with cloud infrastructure, software architecture, and technology strategy.
- Experience with budget management, project planning, and resource allocation.
- Ability to align information systems with business needs.
- Strong leadership skills with a history of leading cohesive teams in complex environments.
